中文摘要：	随着我国社会主义市场经济建设的快速发展和公共事业单位的改革的不断深化，我国的公共事业单位在新时期的功能和角色都发生了巨大的变化，面对环境发生的改变，公共事业单位只有重视组织战略，制定出切实可行的组织发展战略并按照其实施，才能够应对组织面临的威胁，把握机会，发挥组织优势，避免劣势，使自身良性发展，符合改革的要求。环卫系统事业单位作为一种与城市建设和人民生活息息相关的重要公共事业组织，在城市功能中占据着相当重要的地位，并发挥着越来越大的作用。但是，由于其公共事业单位的特殊体制，造成了“只知人事管理，不知人力资源管理”的尴尬局面。环境卫生系统事业单位的人力资源管理水平远远不能满足组织实施新战略的要求，所以对环卫系统事业单位进行相应的人力资源战略性管理研究就显得非常重要。 本文研究环境卫生系统事业单位的战略性人力资源管理，并以T市N区环境卫生管理局为研究对象，探讨形势下作为公共事业组织的环卫行业的战略性人力资源管理。T市N区环境卫生管理局以“深化环卫事业改革，提高管理作业水平”为战略目标。与此相适应，T市N区环境卫生管理局争改变单一的人事管理模式，逐步建立人力资源预测、规划、培训、开发、激励、考核和评估体系。 在目前的全新内外部环境条件下，建议N区环境卫生管理局采取“吐故——纳新——提升”的人力资源战略管理。同时，建议改变领导者对人力资源的传统观念；营造良好的文化氛围，加强组织文化建设；同相关部门做好战略性人力资源管理实施的配套工作。 虽然T市N区环境卫生管理局属于公共事业单位，而且还具有公共部门的行政职能，在人力资源战略计划和管理的实施上还存在许多体制上的限制；但是，探讨新形势下的环境卫生管理局的战略性人力资源管理问题仍然具有非常重要的现实意义。
英文摘要：	Along with the fast development of the construction of the socialist market economy of our country as well as the constant deepening of the reform of public sectors, the function and role of public institutions in the new time have changed substantially. Faced with the changes of environment, public sectors can only deal with the threat in organization and seize the opportunity to exert the advantages and avoid disadvantages so as to realize sound development and satisfy the demands of reform by attaching importance to organizational strategy, establishing a feasible strategy for organization development and implementing it. As an important public institution organization closely linked to urban construction and people’s lives, the public sector of environment sanitation management system occupies a significant position in urban functions and plays a more and more important part. Because of the special mechanism of the sector, however, an awkward situation came into being, which is “only personnel management, no human resource management”. The level of human resource management of the public institution of environment sanitation management system is far from what new strategy asks for. Therefore, a corresponding strategic research on human resource management of the public sector of environment sanitation management system seems very necessary. This thesis concentrates on a strategical research on human resource management of the public institution of environment sanitation management system and discusses the strategic human resource planning and management of environment sanitation management system as a pubic sector under the situation with the bureau for environment sanitation of N district of city T as the research object. Adhering to the strategical target of “to deepen the reform of environment sanitation enterprise and improve the management situation”, the bureau for environment sanitation of N district of city T is trying to change the single mode of personnel management and build step by step a predicting, planning, training, developing, encouraging, testing and evaluating system for human resource management. Currently, under a brand new internal and external environment conditions, we suggest that the bureau for environment sanitation of N district adopt a strategic human resource planning and management of “get rid of the stale---take in the fresh---improve”. Meanwhile, we suggest that leaders change their traditional concept about human resource, set up a good cultural atmosphere, reinforce the organization culture construction and cooperate with relevant authority on the accessory works for the implementation of strategic human resource management. Although the bureau for environment sanitation management of N district of city T is a pubic institution and performs the administration function as a public sector, it still has many limits in mechanism in the matter of implementing strategic human resource planning and management. Therefore, to discuss the strategic human resource management of the bureau for environment sanitation under the new situation has very important realistic significance.
