| 中文摘要: | 健康安全与环保是人类的普世价值之一。特别是随着国民经济的发展和社会的进步,安全、清洁、和谐、科学发展成为时代旋律,对企业提出了越来越高的要求。 中国石油秉承“奉献能源、创造和谐”的理念,一直为提升HSE管理水平、实现安全形势根本好转而不懈探索。2007年,中国石油决定与杜邦公司合作改进和提升HSE管理,并将大港石化公司作为试点单位,全面启动HSE体系推进和安全文化建设。2008年4月9日,大港石化公司正式启动试点工作,笔者作为推进办公室主任全面负责各项工作。 大港石化公司在认真研究国内外相关理论、实践的基础上,重点研究剖析了杜邦公司和秦山三核两个安全文化典型模型,以学习杜邦管理为主,借鉴秦山三核经验,结合自身实际,设计了大港石化公司安全文化的总体框架、总体目标、工作思路和具体安排,将杜邦公司安全管理的22个要素融入物质文化、行为文化、制度文化、精神文化四个层面,进行了大胆的尝试和探索,取得了良好效果。 本文通过对安全文化建设理论的系统研究,并结合大港石公司安全文化建设的实践,理论联系实际,对培育安全文化提出了具体建议,希望能够为国内企业培育安全文化提供一些借鉴,使业界同行少走一些弯路。 | |
| 英文摘要: | Health safety and environmental protection is one of the universal values of mankind. Especially with the national economic development and social progress, safe, clean, harmonious, scientific development become to the melody of the times, which result in the business-higher and higher requirements. PetroChina adhering to the "devotion of energy, create harmony" philosophy has always been to make unremitting exploration for raising the HSE management standards, and achieving a fundamental improvement in the security situation. In 2007, PetroChina company decided to work with DuPont to improve and enhance the HSE management, and Dagang Petrochemical Company as a pilot unit, a comprehensive HSE system to promote and secure culture to start. April 9, 2008, Dagang Petrochemical Company officially launched the pilot work, and the author, as Director of the Office has overall responsibility for promoting the work. Based on the serious study at home and abroad related to the theory and practice, Dagang Petrochemical Company especially focus on two typical models: analysis of the DuPont Company and Qinshan three nuclear safety culture, furthermore, mainly learning from DuPont management and drawing Qinshan three nuclear experience, with their own reality. Dagang Petrochemical Company has designed the overall framework of safety culture, the overall objectives, work ideas and specific arrangements and also brought 22 elements of DuPont's safety management into the of material culture, behavior culture, system culture, spiritual cultural, at last, carried out a bold to try and explore, finally, achieved good results. In this paper, by means of the construction of the safety culture in the systematic study of the theory, combined with the safety culture in the construction of Dagang Petrochemical Company 's practice, that has made specific recommendations for fostering safety culture and I hope to cultivate a safety culture for domestic enterprises to provide some reference, so that the industry peers could less the detours. | |
