中文摘要:近年来国际形势复杂多变,党的二十大中指出高质量发展是全面建设社会主义现代化国家的首要任务。身处信息化、数字化的时代,软件开发已经完全深入到企业的各项经营活动当中,特别是直接面向客户的软件,其质量映射企业品牌印象,整体提升软件质量将是实现高质量发展重要目标至关重要的一步。 X公司作为大型金融企业,软件系统主要为交付型项目制和运维型人力外包制两种外包形式。人力外包的管理难点集中于控制质量和成本,如何在保障系统稳定性的同时有效控制外包支出,成为企业研发部门面临的核心挑战。本文分析X公司软件质量管理现状及原因,总结应用先进科学的质量管理思想,实现提升质量和降本增效的目标。在内部管理方面,建立持续改进流程和激励制度,营造全员参与、持续改进的质量氛围,通过有效的过程管理方法使开发质量进入到持续改进的良性循环;改进软件开发流程,加强对需求变更和关联需求的管理,有效实现控制变更风险和减少关联需求发布错误风险;增加测试案例评审和测试缺陷管理,实现增强测试环节质量和保证质量信息留存;构建需求-开发-测试-运维全流程互通的知识库,帮助企业建立系统内部规范和知识互通。在供应商管理方面,针对无法有效评价外包开发供应商的工作质量的问题,运用层次分析法构建供应商-系统-人员的综合服务评价模型,模型综合全面评价开发和测试供应商的产品质量、过程质量和工作质量。模型涵盖质量、成本和进度三个方面,将采购商与供应商、开发与测试的管理目标化矛盾为统一,将系统的评价整合至供应商综合评价,化零为整,以此提升采购商的整体质量。 面对日益激烈的市场竞争,企业需要深刻认识到质量的重要性,构建企业质量文化来提高企业质量意识,秉持持续改进理念不断提升软件质量和客户满意度。本研究为企业提升质量管理能力、提升开发效率和有效评价供应商工作提出建设性的方案,帮助企业实现高质量发展。 
英文摘要:In recent years, the international landscape has become increasingly complex and volatile. The 20th National Congress of the Communist Party of China underscored that high-quality development is the primary task in building a modern socialist country in all respects. In the current era of informatization and digitalization, software development has deeply penetrated all business activities of enterprises. Customer?facing software, in particular, plays a critical role, as its quality directly shapes customers’ brand perception of an enterprise. Consequently, the overall enhancement of software quality represents a crucial step toward achieving the important goal of high?quality development. As a large financial enterprise, Company X primarily outsources its software systems through two models: project?based delivery and manpower outsourcing for operation and maintenance. The management challenges associated with manpower outsourcing center on the simultaneous control of quality and cost. Effectively containing outsourcing expenditures while ensuring system stability has thus become the core challenge for the enterprise’s R&D department. This paper analyzes the current state and underlying causes of software quality management at Company X, and examines how advanced, scientific quality management concepts can be applied to achieve the goals of quality improvement, cost reduction, and efficiency enhancement. In terms of internal management, it is essential to establish a continuous improvement process and an incentive system, so as to foster a quality?oriented atmosphere of enterprise?wide participation and continuous improvement. Through effective process management, software development quality can thus be guided into a virtuous cycle of ongoing enhancement. The software development process itself should be refined by strengthening the management of requirement changes and their associated requirements, thereby effectively controlling change risks and reducing errors during the release of interdependent requirements. Introducing test case review and test defect management elevates the quality of the testing phases and ensures the retention and traceability of quality information. Furthermore, building a knowledge base that covers the entire lifecycle of requirements, development, testing, and operation and maintenance helps the enterprise establish internal system specifications and facilitate knowledge exchange. In supplier management, to address the difficulty of effectively evaluating the work quality of outsourced development suppliers, this paper employs the Analytic Hierarchy Process (AHP) to construct a comprehensive service evaluation model that encompasses three dimensions: suppliers, systems, and personnel. The model holistically assesses the product quality, process quality, and work quality of both development and testing suppliers. By covering the three critical dimensions of quality, cost, and schedule, it aligns the management objectives of buyers and suppliers, as well as those of development and testing teams, and integrates systematic evaluation into the comprehensive assessment of suppliers, thereby enhancing the overall quality of the buyer organization. In an increasingly competitive market landscape, enterprises must deeply recognize the significance of quality, cultivate a corporate quality culture that strengthens quality awareness, and uphold a philosophy of continuous improvement to steadily enhance software quality and customer satisfaction. This study proposes constructive plans for enterprises to improve quality management capabilities, boost development efficiency, and effectively evaluate supplier performance, thereby helping them achieve high?quality development.
