中文摘要:本研究以Q地铁集团有限公司(Q地铁集团)为研究对象,深入分析其在新发展阶段面临的战略转型需求与实施路径。研究采用混合研究方法,通过问卷调查、深度访谈、案例分析等方式,系统梳理了Q地铁集团的发展现状、内外部环境变化及战略转型的必要性。 研究发现,Q地铁集团在区域专营、政府支持、技术创新等方面具有明显优势,但同时面临自身造血能力不足、业务板块协同不够、基础管理薄弱等挑战。在外部环境方面,基建投资政策支持、以公共交通为导向开发(TOD)战略推广、智慧绿色发展趋势为集团发展提供了重要机遇,但宏观经济下行压力、城轨行业政策收紧、区域竞争加剧等因素也带来了严峻挑战。 基于实证调研结果,本研究提出了Q地铁集团以构建三大核心平台为基础,着力提升六项关键能力,重点发展五大赛道的战略转型总体方案,即以建设运维平台、TOD开发平台、产业赋能平台三大平台为抓手,着力打造安全、优质、高效、绿色、智慧、和谐六项一流能力,做强做优线路建设、线网运营、TOD开发、资源经营、产业投资五大赛道。同时,构建了涵盖组织保障、制度保障、资源保障、文化保障的全方位实施保障体系。 研究结论表明,Q地铁集团的战略转型是适应新发展阶段、贯彻新发展理念、构建新发展格局的必然选择。通过系统性的战略转型实施,集团有望实现从传统地铁建设运营商向世界一流城市投资建设运营商的跨越发展。 
英文摘要:This thesis takes Q Metro Group Co., Ltd. (Q Metro Group) as the research object, and conducts an in-depth analysis of its strategic transformation needs and implementation paths in the new development stage. The research adopts a mixed research method, systematically sorting out the development status, internal and external environmental changes, and the necessity of strategic transformation of Q Metro Group through questionnaire surveys, in-depth interviews, case analysis and other methods. The thesis found that Q Metro Group has obvious advantages in regional monopoly, government support, and technological innovation, but also faces challenges such as insufficient self-hematopoietic capacity, inadequate business segment synergy, and weak basic management. In terms of external environment, infrastructure investment policy support, TOD strategy promotion, and smart green development trends provide important opportunities for group development, but macroeconomic downward pressure, tightening of urban rail industry policies, and intensified regional competition also bring severe challenges. Based on empirical research results, this thesis proposes an overall strategic transformation plan for Q Metro Group. The plan is founded on the construction of three core platforms, with a focus on enhancing six key capabilities and prioritizing the development of five major tracks. Specifically, the plan aims to leverage the three platforms of construction and operation maintenance, TOD development, and industry empowerment to cultivate six first-class capabilities: safety, quality, efficiency, greenness, intelligence, and harmony. This strategy aims to strengthen and optimize the five major tracks of line construction, network operation, TOD development, resource management, and industry investment. Additionally, a comprehensive implementation guarantee system encompassing organizational, institutional, resource, and cultural safeguards has been established. The research conclusion shows that the strategic transformation of Q Metro Group is an inevitable choice to adapt to the new development stage, implement the new development concept, and build a new development pattern. Through systematic strategic transformation implementation, the group is expected to achieve a leap from traditional metro construction and operation to world-class urban investment, construction and operation.
