| 中文摘要: | 伴随着全球经济环境的复杂性和不确定性显著增加,全球经济环境的波动直接影响着企业的经营状况。为稳固企业生存能力,商业管理企业需要加大对运营模式研究的投入,科学而灵活的长期战略是企业可持续发展的关键核心,而成本管控更是企业运营的重中之重。 本文以价值链理论、业务流程再造理论(BPR)为基本分析框架,运用流程图法和 ASME 法进行分析,结合国内外在企业流程优化的相关研究,对企业的采购管理流程提出优化方案。以 W 公司为例,结合公司战略发展需求,同时参考国内相关行业发展的情况,使用价值链理论、业务流程再造理论的相关概念知识,对 W 公司的采购管理流程进行界定,并对其存在的问题进行分类分析,贴合公司现有的多项业务给出相应的采购管理流程优化措施,主要对 W 公司预算编制、成本招采、合同管理、验收支付流程进行问题分析并提出具体优化方案。 本文提出完善预算编制方法,使其在管控的基础上服务于后续流程环节,提升整体采购管理流程流畅度,实现战略协同效果。推进集中采购的实施,增加价值链核心竞争力,同时建设招采平台,实现成本招采流程的线上化协同处理,大幅提升成本招采时效。对合同管理流程及验收支付流程进行流程再造,优化目前合同管理流程及验收支付流程中繁琐节点,降低非增值环节的等待时长,提升流程效率。 通过设计整体业务流程优化方案,提升 W 公司采购管理流程执行效率,推行无纸化办公,实现全面信息化流程,同时提出相关保障措施,使得新流程更贴合 W 公司实际发展的需求,更加符合当前市场竞争的新趋势,为 W 公司采购管理相关工作提效赋能。将价值链理论、流程再造理论等与中国产业背景相结合,不仅有助于企业解决当前痛点,更对其长期战略布局与能力建设具有深远意义。 | |
| 英文摘要: | With the significant increase in complexity and uncertainty in the global economic environment, fluctuations in the global economic climate directly impact the operational conditions of enterprises. To strengthen corporate resilience, business management enterprises need to increase investment in research on operational models. Scientific and flexible long-term strategies are the core key to sustainable enterprise development, while cost control is paramount in corporate operations. This thesis adopts the value chain theory and Business Process Reengineering (BPR) theory as the fundamental analytical framework, utilizing flowchart analysis and the ASME method for evaluation. By integrating relevant domestic and international research on enterprise process optimization, an optimization plan for corporate procurement management processes is proposed. Taking Company W as an example, and aligning with its strategic development needs while referencing the conditions of related domestic industries, the procurement management processes of Company W are defined using concepts from value chain theory and BPR. Existing issues are categorized and analyzed, and corresponding optimization measures for the procurement management processes are proposed based on the company's current business operations. The analysis focuses primarily on budget formulation, cost procurement, contract management, and acceptance payment processes, with specific optimization solutions put forward. This thesis proposes improving budget formulation methods to serve subsequent process stages on the basis of control, enhancing the overall smoothness of the procurement management process, and achieving strategic synergy. It advances the implementation of centralized procurement to increase core competitiveness in the value chain, while establishing a procurement platform to enable online collaborative processing of cost procurement, significantly improving its timeliness. Process reengineering is applied to contract management and acceptance payment processes, optimizing cumbersome nodes in the current workflows, reducing waiting times in non-value-added steps, and enhancing process efficiency. By designing an overall business process optimization plan, the execution efficiency of Company W's procurement management processes is improved, paperless operations are promoted, and comprehensive informatization of processes is achieved. Relevant safeguard measures are also proposed to ensure that the new processes better align with the actual development needs of Company W, adapt to new trends in the current market competition, and enhance the efficiency and effectiveness of procurement management-related work at Company W. Integrating value chain theory and process reengineering theory with China's industrial context not only helps enterprises address current pain points but also holds profound significance for their long-term strategic planning and capability building. | |
