中文摘要：	党的十六届六中全会决定明确指出：“造就一支结构合理、素质优良的社会工作人才队伍，是建设社会主义和谐社会的迫切需要”。但全国上下还处于研究探索阶段，没有形成一个系统的文件和明确的管理模式。青岛作为沿海开放城市与全省改革开放和现代化建设的“龙头”，应该率先探索建立一支适应青岛经济建设和社会发展需要的社会工作人才队伍。本课题就是运用所学知识特别是人力资源管理方面的知识，研究通过建立政府购买社会服务机制的方式，来促进公益性社会组织发育和社会工作人才的聚集，加快推动青岛市的社会工作人才队伍建设。 本课题的研究具有较强的探索性、前瞻性和现实意义，其研究成果直接关系到青岛市社会工作人才队伍建设工作的推进情况。课题研究具有现实性、创新性、稳定性、成效性、操作性和发展性。研究过程中采取了实际探索与理论建构相结合的研究思路，在理论研究的同时，选取了民政系统开展具体实践工作，在实践中查找问题、总结经验、做出特色，并在此基础上进一步完善理论研究和政策制度。初步实践和总结出了有证明研究成果的案例、有可供借鉴并能依法操作的模式，初步形成了有比较先进理念的课题研究报告，初步探索出了适合青岛政府购买社会服务的新机制，促进了公益性社会组织的发育和社会工作人才的聚集，为推动青岛市社会工作人才队伍建设的全面开展奠定了良好的基础。 本文对加强社会工作人才队伍建设的意义进行了全面分析，从社会工作人才概念和特征入手，在借鉴国内外先进经验的基础上，客观分析了目前青岛通过政府购买社会服务推动社会工作人才队伍建设的现状，从政府购买社会服务、公益性社会组织发展和社会工作人才队伍建设3个层面查找了存在的主要问题，对存在问题的制约因素进行了分析，提出了青岛市加强社会工作人才队伍建设的指导思想、总体思路、基本原则和发展规划，从5个层面提出了青岛市社会工作人才队伍建设的运行和保障机制，即：建立和完善政府购买社会服务机制，扶持培育和发展公益性社会组织机制，创新社会工作人才的选拔、培养、使用和激励机制，完善“社工与义工志愿者联动”机制，以及营造社会工作人才队伍建设的良好环境和保障机制。 本研究具有重要的现实应用价值和一定的理论价值。
英文摘要：	The 16 Sixth of the Party Central Committee pointed out clearly: " It’s an urgent need for building a socialist harmonious society to create a talents troop of social work with rational structure and high quality" . But the whole country is still in the exploratory research stage, does not form a system file and a clear management model. Qingdao as a coastal open city and as a “dragon head” of Shandong province in the open-reform and modernization construction, should be the first to explore and establish a talents troop of social work that meets the need of the economic and social development in Qingdao. By using learned knowledge, especially the knowledge of human resource management, the issue researched the establishment of the system for the government to buy social services, to promote the development of public welfare of social organizations and to gather the social work talents ,and to speed up the construction of talents troop of social work. The research in the issue is a strong exploratory forward-looking study, it has a practical significance , the results of the research directly related to the fast development of the construction of the talents troop of social work. It is practical, innovative, it has stability, effectiveness, operability, and expandability. During the study it explored the combination with practice, looked for problems in practice, sumed up experience, maked out features. On this basis, it improved the theoretical research and policy system. It sumed up proved cases ,it gave models and reference. It formed a research report with advanced concept, It explored preliminary a new system for Qingdao government to buy social services, it promoted the development of public welfare of social organizations and the gathering of the social work talents . It laid a good foundation for the complete development of the construction of talents troop of social work. This issue analyzed completedly the significance of the construction of talents troop of social work .With the concept and features of social work talents, with national and international advanced experience, it analyzed objectively the current situation for the government to buy social services to promote construction of talents troop of social work. It looked for the existing main problems from three aspects: government’s buying social services , the development of public welfare of social organizations and the construction of talents troop of social work. It analyzed the restrict factors of the existing main problems .It pointed out guiding ideology, general ideas, the basic principles and development plannings. It pointed out operational and monitoring systems from five aspects: to establish and perfect the system of government’s buying social services, to support the development of public welfare society organization, to creat the system of social work talents in the selection, training, use and incentives, to improve the system "the linkage between the social workers and volunteers ", to creat a favorable environment and protection system for the construction of talents troop of social work. This issue has important realistic application value and certain theory value.
