中文摘要: 随着我国金融市场化改革深化、数字化转型加速及居民消费信贷需求释放,信用卡业务成为商业银行零售板块的核心业务,市场竞争日趋激烈。城市商业银行作为服务区域经济、填补大型银行服务空白的重要主体,在宏观经济波动加剧、经济环境不确定性上升的背景下,面临信用风险传导更快、影响更广、形式更隐蔽的挑战,其风险控制体系的适应性、精准性与前瞻性需进一步增强,如何平衡规模扩张与风险防控成为区域性银行实现可持续经营的核心议题。 A银行作为深耕某区域的城市商业银行,以服务区域客户、完善本地金融生态为导向。通过设立独立信用卡中心、采用独立事业部制整合资源,依托后发者灵活策略,实现信用卡业务快速扩张,在区域市场占据一定份额并贡献稳定收入。但伴随业务规模与客户群体扩容,其信用风险管理暴露出客户准入标准调整不及时、风险识别依赖传统人工导致效率与精准度不足、贷后监控预警滞后等问题。导致不良率压力增加,制约业务长期健康发展。 本研究基于作者在 A 银行信用卡中心多年审核实践经验及丰富的一线数据与案例,结合城商行相较于大型银行在人力技术资源投入、风险模型搭建等方面的资源约束现实。综合运用文献研究法、案例分析法与数据分析法等展开研究。首先,梳理国内外信用卡信用风险管理相关理论;其次,以 A 银行为研究对象,通过调取业务报表,剖析其信用卡信用风险管理现状的核心问题,并从贷前、贷中、贷后全流程、科技数据支撑及考核机制维度挖掘深层成因;最后,结合城商行资源禀赋,从贷前、贷中、贷后环节有针对性提出优化策略,包括优化客群和产品结构、建立动态审批策略、改革绩效考核机制等多维度优化建 议。 本文通过对 A 银行的案例分析,以期为 A 银行信用卡业务风险管控提供可落地的实践指导,助力降低不良率、提升风险管理效率。同时,为具有区域聚焦、资源有限、业务后发等相似禀赋的城市商业银行完善信用卡信用风险管理体系提供借鉴,推动城商行群体信用卡业务健康可持续发展。 
英文摘要: With the deepening of china’s financial market-oriented reform,the acceleration of digital transformation,and the release of residents’ consumer credit demand, the credit card business has become a core component of commercial banks' retail sector, accompanied by increasingly fierce market competition. As crucial financial entities that serve regional economies and fill the service gaps left by large-scale banks, city commercial banks are confronted with credit risk challenges characterized by faster transmission, wider impact, and more concealed manifestations against the backdrop of heightened macroeconomic volatility and rising economic uncertainty. This scenario demands further enhancements in the adaptability, accuracy, and forward-looking capabilities of their risk control systems. Consequently, balancing "scale expansion" and "risk prevention" has emerged as a core issue for city commercial banks to achieve sustainable operation. As a city commercial bank deeply rooted in a specific region, Bank A adheres to the orientation of "serving regional customers and improving the local financial ecosystem". It has established an independent credit card center and adopted an independent division system to integrate resources. Leveraging the flexible strategies of a "latecomer", Bank A has achieved rapid expansion in its credit card business, securing a certain market share in the regional market and contributing stable revenue. However, with the expansion of business scale and customer base, deficiencies in its credit risk management have become increasingly prominent, such as the delayed adjustment of customer access standards, inefficiencies and inaccuracies in risk identification due to over-reliance on traditional manual processes, and lagging post-loan monitoring and early warning mechanisms. These issues have not only increased the pressure of non-performing loan ratios but also restricted the long-term healthy development of the business. Based on the author's years of practical experience in audit work at the Credit Card Center of Bank A, as well as abundant front-line data and cases, this study takes into account the practical resource constraints faced by city commercial banks—compared with large-scale banks, they have limitations in human and technological resource investment, as well as risk model construction. The research is conducted by comprehensively applying methods including literature review, case analysis, and data analysis. Firstly, it sorts out relevant theories on credit card credit risk management at home and abroad. Secondly, taking Bank A as the research object, it analyzes the core problems in the current status of its credit card credit risk management by collecting business reports, and explores the in-depth causes from the dimensions of the entire pre-loan, in-loan, and post-loan processes, scientific and technological data support, and assessment mechanisms. Finally, combined with the resource endowments of city commercial banks, it puts forward targeted optimization strategies for the pre-loan, in-loan, and post-loan links, including multi-dimensional optimization suggestions such as optimizing customer group and product structure, establishing a dynamic approval strategy, and reforming the performance appraisal mechanism. Through the case analysis of Bank A, this study aims to provide practical and implementable guidance for Bank A in managing the risks of its credit card business, helping to reduce the non-performing loan ratio and improve the efficiency of risk management. Meanwhile, it intends to offer reference for other city commercial banks with similar endowments—such as regional focus, limited resources, and late-mover status in business development—to improve their credit risk management systems for credit card business, thereby promoting the healthy and sustainable development of the credit card business among the group of city commercial banks.
