中文摘要:近些年来国内监理行业发生了巨大变化,工程监理企业面临着与国内外同行进行市场争夺和人才争夺的巨大压力,有必要对企业未来进行重新思考。作为工程监理企业龙头的华潍监理处也需要重新思考定位,明确发展战略。基于此,本文结合华潍监理处的具体情况对工程监理企业发展战略进行了深入研究。 结合华潍监理处的实际情况,本文首先使用PEST模型和五力模型对工程监理企业所处的宏观环境和行业环境进行了分析。发现随着经济快速增长、基础设施建设的提高和大量资金注入,尤其是入世后国外监理公司的进入已严重冲击到我国监理公司的长足发展,监理企业发展成为专业化的项目管理公司是大势所趋。 然后本文分析了国内工程监理企业目前存在的问题,并分析了其优势、劣势以及面临的机遇和挑战,发现由于国内工程监理企业在规模、品牌、人力等方面发展比较单薄,行业行为只是简单的“三控、两管、一协调”,发展后劲明显不如专业化的项目管理公司,而最大的问题是企业没有清晰的发展战略,没有形成明确的核心竞争力。 在此基础上,本文提出了从资质建设、主战场和大客户三个方面提出了工程监理企业的战略目标,并确定了工程监理企业发展战略的几个要素,包括创新战略、差异化战略、人力资源战略和企业文化战略。为保障以上战略要素的落实,需要加强企业在市场营销、项目管理、服务创新和人员素质等方面的竞争力,以期企业朝着专业化的项目管理公司发展。  
英文摘要:In recent years China has undergone tremendous changes in supervision industry, project supervision enterprises are facing great competition pressure both from marketing and talent with domestic and foreign counterparts, so it is becoming a necessity to review the future of the enterprises. Hua Wei, as a leading supervisory body in project supervision industry of Shandong, also needs to review its position, and make clear development strategy. Based on above mention situation, this thesis makes a deep research on development strategies of project supervision enterprises in combination with specific condition of Office of the Commissioner of Hua Wei. This thesis firstly uses the PEST model and Five Forces model, to analysis the macro-environment of project supervision companies as well as industrial environment in combination with specific condition of Office of the Commissioner of Hua Wei. It is found that it is the general trend that transforms the supervision body to professional project management company with rapid economic growth, infrastructure improvement and a lot of money flow in, especially serious negative affect from foreign supervisory body after China entrance into WTO. Then this thesis analyses the existing problems of domestic companies in Project Management and their strengths, weaknesses, opportunities and challenges they are facing, found that as the scale of the domestic construction supervision companies, brands, human, development has been relatively weak, the industry simply acts "Three-controlled, two managed, one coordinated" and obvious there is no potential for further development compared with professional project management companies, and the biggest problem is there is no clear business strategy and core competitiveness. On this basis, this thesis from three aspects of the intelligence, the main competitive market building, and VIP customers put forward strategic goals of Project Management Company, and set up several factors of strategies for engineering supervision enterprise development, including innovation strategy, differentiation strategy, human resources strategy and corporate culture strategy. In order to safeguard the implementation of above mentioned Elements of the strategy, it is need to improve competitiveness in marketing, project management, service innovation and personnel quality to lead the supervisory body develop to professional project management company.
