Against the backdrop of China's "dual-carbon" goals driving the transformation of the energy structure and the accelerated integration of digitalization in the power industry, the integration of industry and finance has become a crucial pathway for power enterprises to break through resource constraints and achieve diversified development. However, many mid-tier power enterprises commonly face issues such as unfocused business portfolios, ambiguous strategic objectives, and inefficient resource allocation in practice. As a comprehensive power enterprise integrating power design, equipment manufacturing, engineering construction, and private equity investment, TY Group's strategic practices hold significant representativeness within the sector. This thesis takes TY Group as its research subject, aiming to systematically analyze the current state of its diversification strategy based on the integration of industry and finance, identify core problems, and propose an optimized plan to serve as a reference for similar enterprises. This research comprehensively employs literature review, case study, and quantitative analysis methods, following the logical sequence of "current state diagnosis → performance evaluation → cause analysis → solution optimization." Firstly, a five-dimensional comprehensive performance evaluation system encompassing profitability, solvency, operational capability, growth capacity, and innovation capability was constructed to quantitatively measure the effectiveness of the group's strategy implementation. The results reveal a declining trend in overall performance and identify significant issues in four areas: business focus, goal setting, synergy mechanisms, and resource allocation. Subsequently, through in-depth analysis of strategic motivations, it was determined that these problems fundamentally stem from a systematic misalignment between strategic design, implementation, and the enterprise's resource capabilities. Furthermore, a resource and capability assessment using the VRIO framework indicates that the group has not yet established a core resource system capable of sustaining a competitive advantage. Apart from financial resources, significant shortcomings exist in core technologies, organizational processes, and human resources. Based on these findings, this thesis conducts a systematic evaluation of the existing business portfolio and proposes a strategic optimization plan centered on "focusing on related diversification, clarifying strategic goals, improving synergy mechanisms, optimizing resource allocation, and addressing capability gaps." This plan is well-aligned with the enterprise's resource endowment and demonstrates strong operational feasibility. To ensure the effective implementation of the optimized plan, a safeguard system for strategy execution was systematically constructed from five interrelated dimensions: organization, human resources, institutions, capital, and culture, thereby enhancing the coordination and controllability of strategic advancement. The innovation of this thesis lies in constructing a comprehensive performance diagnostic framework applicable to the context of industry-finance integration in power enterprises, identifying insufficient strategic alignment as the fundamental reason constraining diversification effectiveness, and proposing a systematic optimization path and safeguard system tailored to the enterprise's resource endowment. The research findings not only provide clear theoretical guidance and a decision-making basis for TY Group's strategic optimization but also offer a valuable analytical framework and practical plan for the strategic transformation of similar enterprises.
