中文摘要：	在全球积极应对气候变化、全力推进可持续发展的宏观背景下，能源领域的革新与转型已然成为时代发展的核心议题。集中供热作为城市能源供应体系的关键构成部分，对于提升能源利用效率、改善居民生活品质、推动节能减排目标的实现具有不可替代的重要意义。然而，集中供热项目在投资中面临着诸多复杂且多变的风险，对这些风险进行科学、系统的优化管理研究，是保障企业顺利推进项目、实现预期经济效益与社会效益的重要前提。 本文以Y公司集中供热项目为研究对象，选取H项目作为分析案例，对Y公司基本情况以及H项目的投资风险评价管理现状进行分析，发现Y公司在集中供热项目投资风险管理中存在一系列的问题。本文在项目风险管理、集中供热项目研究基础上，结合Y公司实际情况重新设计了投资风险识别程序并对H项目的投资风险因素重新识别，接着通过向公司管理层、核心员工和行业专家发放问卷以及访谈等方式，筛选出14个评价指标构建出Y公司的投资风险评价指标体系，并得到评价结果。结果显示，H项目在外部风险管理和财务风险管理方面存在改进空间。该评价结果与H项目投资风险现状分析吻合。 最后依据H项目投资风险情况，总结提炼了投资风险监测和应对的优化措施，并提出了实施Y公司集中供热项目投资风险管理的相关保障措施，以达到帮助Y公司提高风险防范能力的目的。
英文摘要：	Under the global backdrop of fully promoting sustainable development, the innovation and transformation in the energy sector have become the core issues of the times. Centralized heating, as a key component of the urban energy supply system, plays an irreplaceable and significant role in enhancing energy utilization efficiency, improving residents' living standards, and achieving energy conservation and emission reduction goals. However, centralized heating projects face numerous complex and variable risks during investment. Conducting scientific and systematic research on the optimization management of these risks is a crucial prerequisite for ensuring the smooth progress of projects and achieving the expected economic and social benefits for enterprises. This paper takes the centralized heating project of Company Y as the research object and selects Project H as the analysis case. It analyzes the basic situation of Company Y and the current status of investment risk evaluation and management of Project H, and finds that Company Y has a series of problems in the investment risk management of centralized heating projects. Based on the research of project risk management and centralized heating projects, and in combination with the actual situation of Company Y, this paper redesigns the investment risk identification procedure and re-identifies the investment risk factors of Project H. Then, through distributing questionnaires and conducting interviews, core employees, and industry experts, 14 evaluation indicators are screened out. The process and evaluation method are used to construct the investment risk evaluation system of Company Y, and the evaluation results are obtained. The results show that Project H has room for improvement in external risk management and financial risk management. This evaluation result is consistent with the analysis of the current investment risk situation of Project H. Finally, based on the investment risk situation of Project H, this paper summarizes and refines the optimized measures for investment risk monitoring and response, and proposes relevant guarantee measures for implementing the investment risk management of Company Y's centralized heating projects, with the aim of helping Company Y improve its risk prevention capabilities.
