中文摘要:2018年国务院办公厅发布了《关于促进“互联网+医疗健康”发展的意见》,推动我国互联网医院建设进入规模化发展的新阶段。互联网医院具有技术驱动、服务集成与强监管依赖等特征,其系统建设需要深度整合在线诊疗与处方监管等核心服务,实现与多个异构系统的无缝对接,并严格遵循政策法规约束。传统瀑布开发模式受限于线性流程与需求固化等缺陷,难以适应此类系统建设的动态要求;而Scrum敏捷方法凭借迭代演进与持续反馈机制,展现出应对复杂场景的理论潜力,可为互联网医院系统建设提供有效支撑。 本研究以W公司互联网医院项目为研究对象,聚焦其在强监管环境下所面临的项目管理挑战,系统引入Scrum敏捷方法开展管理优化研究。围绕重组跨职能团队、建立自组织团队机制与重构全流程管理体系三大核心任务,本研究深入剖析项目初期开发阶段存在的突出问题,紧密结合互联网医院的业务特性与监管要求,对Scrum方法的核心实践进行了深度场景化适配与优化,旨在形成一套具有针对性的实施方法与策略体系。 研究表明,Scrum方法的实施显著提升了项目管理效能,具体体现在需求响应速度加快、迭代交付节奏趋于稳定、关键业务流程的开发效率得到提高。通过引入质量内建、分层测试与持续集成等实践,系统稳定性与代码质量等关键指标均实现有效提升,线上缺陷数量显著下降,团队协作效率与用户满意度同步提高。在此基础上,本研究凝练形成“医疗–敏捷”双轨制范式,为同类高合规要求项目提供了可复制的实施框架。在实践价值方面,围绕“政策–技术–管理”三个关键维度,形成了在强监管环境下实施敏捷转型的具体适配策略与实施方案,所形成的管理范式为互联网医疗项目提供了具备行业推广价值的解决方案。 
英文摘要:In 2018, the General Office of the State Council issued the "Guidelines on Promoting the Development of 'Internet + Healthcare'", marking the beginning of a new phase of large-scale development for internet hospitals in China. Internet hospitals are characterized by technology-driven operations, service integration, and strong regulatory dependency. Their system construction requires deep integration of core medical services such as online diagnosis and treatment and prescription regulation, as well as seamless connectivity with multiple heterogeneous systems, all while adhering to strict policy and regulatory constraints. The traditional waterfall development model, due to its linear process and rigid requirements, struggles to meet the dynamic demands of such system construction. In contrast, the Scrum agile method, with its iterative evolution and continuous feedback mechanisms, demonstrates theoretical potential to address such complex scenarios, offering unique advantages for the development of internet hospital systems. This study takes the internet hospital project of Company W as a case study, focusing on the project management challenges it faces in a highly regulated environment, and systematically introduces the Scrum agile method to conduct management optimization research. Centered on three core tasks: restructuring cross-functional teams, establishing self-organizing team mechanisms, and redesigning the end-to-end process management system, this research thoroughly analyzes prominent issues in the initial development phase of the project. By closely aligning with the business characteristics and regulatory requirements of internet hospitals, it deeply adapts and optimizes the core practices of the Scrum method to develop a targeted set of implementation methods and strategic frameworks. The research shows that the implementation of the Scrum method significantly enhances project management efficiency, reflected in accelerated demand response, stabilized iterative delivery rhythms, and improved development efficiency of key business processes. Through the introduction of practices such as quality built-in, layered testing, and continuous integration, key metrics including system stability and code quality have been effectively improved, with a notable reduction in online defects and simultaneous enhancements in team collaboration efficiency and user satisfaction. Based on these findings, this study consolidates and proposes a dual-track "medical-agile" paradigm, providing a replicable implementation framework for similar projects with high compliance requirements. In terms of practical value, specific adaptation strategies and implementation plans for agile transformation in a strongly regulated environment have been formed around the three key dimensions of "policy - technology - management". The management paradigm formed provides a solution with industry promotion value for Internet medical projects.
