中文摘要：	随着城市发展，老旧社区环境脏乱差，物业服务缺失，居民投诉持续上升，问题凸显。老旧社区整治问题已经成为新型城镇化发展（提升城市综合承载力支撑）的必然选择，所以必须高度重视老旧社区改造后的数智化运营管理机制建设工作，老旧社区不仅要“改好”，更要“管好”。 选取“天津军粮城社区数智化运营模式”为研究对象。该项目以红色社区智慧运营中心（数字指挥中心）为核心，通过精细化触点管理保障环境舒适、数字化工具提升客户服务效率、物业一体化服务实现服务性价均衡可持续发展。这种“城市大物业”运营模式打破了传统碎片化的管理方式，实现了社区数智化运营策略的阶段性突破。 本文基于新公共服务理论、数智化治理理论、社区发展理论等相关理论，同时采用实地调研法、专家咨询法、案例分析法等方式对“天津军粮城社区数智化运营策略”现状进行深入研究，结果显示：社区数智化运营模式过程中，在技术、运营模式、法规保障、社区参与度、居民数字素养等方面仍存在局限性。基于此，本文针对性地提出了“天津军粮城社区优化数智化运营模式策略”，该策略围绕技术优化升级与创新投入、升级数智化运营模式、开拓商业模式与盈利渠道、构建独立事业部管理架构、制定专项资金扶持政策、强化社区宣传引导等方面展开，以提供解决方案。同时，为确保优化模式的有效落地，提出机制保障、资金保障、人才保障、法律与政策保障、多方协同保障等措施，来保证社区管理效率和居民满意度的提升。从而不断增强居民物业服务消费意识，丰富社区文化建设，营造和谐文明的社区氛围。 通过对案例实施路径的深入分析、研究和提炼，本文总结出天津军粮城社区优化数智化运营模式策略，提供了一些崭新视角，为提升社区的管理效率和居民满意度提供借鉴，具备实践价值。
英文摘要：	With the development of cities, old communities are facing prominent problems such as dirty and messy environments, lack of property services, and a continuous rise in residents' complaints. The renovation of old communities has become an inevitable requirement for the development of new urbanization (to enhance the support for urban comprehensive carrying capacity). Therefore, great importance must be attached to the construction of a digital and intelligent operation and management mechanism after the renovation of old communities. Old communities should not only be "renovated well" but also "managed well". Taking the "digital and intelligent operation model of Junliangcheng Community in Tianjin" as the research object, this project centers on the Red Community Smart Operation Center (Digital Command Center). It ensures a comfortable environment through refined touchpoint management, improves customer service efficiency via digital tools, and achieves a balanced and sustainable development of service cost-performance through integrated property services.This current status of the "urban large-scale property" operation model has broken the traditional fragmented management approach and realized a phased breakthrough in the community's digital and intelligent operation strategies. Based on relevant theories such as the New Public Service Theory, Digital & Intelligent Governance Theory, and Community Development Theory, this paper conducts an in-depth study on the current status of the "digital and intelligent operation strategy of Junliangcheng Community in Tianjin" by adopting methods including field research, expert consultation, and case analysis. The results show that during the implementation of the community's digital and intelligent operation model, there are still limitations in aspects such as technology, operation model, legal guarantee, community participation, and residents' digital literacy.Based on this, this paper puts forward targeted "strategies for optimizing the digital and intelligent operation model of Junliangcheng Community in Tianjin". The strategies focus on the following aspects: optimization, upgrading and innovative investment in technology; upgrading of the digital and intelligent operation model; exploration of business models and profit channels; construction of an independent business division management structure; formulation of special fund support policies; and strengthening of community publicity and guidance, so as to provide solutions.Meanwhile, to ensure the effective implementation of the optimized model, measures such as mechanism guarantee, fund guarantee, talent guarantee, legal and policy guarantee, and multi-stakeholder collaboration guarantee are proposed to improve the efficiency of community management and residents' satisfaction. In turn, this will continuously enhance residents' awareness of property service consumption, enrich the construction of community culture, and create a harmonious and civilized community atmosphere. Through in-depth analysis, research, and refinement of the case's implementation path, this paper summarizes the strategies for optimizing the digital and intelligent operation model of Junliangcheng Community in Tianjin. It provides some new perspectives, offers references for improving the community's management efficiency and residents' satisfaction, and possesses practical value.
