中文摘要:在碳中和、碳达峰战略目标的引领下,我国能源结构加速向低碳化、清洁化转型,水风光一体化作为一种高效的能源综合利用方式,逐渐成为国家能源战略的重要组成部分。作为其中的关键环节,抽水蓄能项目被广泛应用于平抑电网波动、促进新能源消纳等方面。近年来,大量抽水蓄能项目陆续启动并进入建设阶段,这些项目通常以集团项目集的形式存在,具有长周期、高投入和技术复杂等特点。 2023年4月以后,随着《抽蓄电站工程信息化数字化技术导则》以及《抽水蓄能电站信息化数字化设计规范》相继启动编制和发布工作后,信息化与数字化在抽蓄项目建设中的重要性日益突出。作为项目建设过程中的核心环节,信息化与数字化涵盖了全生命周期的数字化、智能建造与智慧运维等多个方面。每个项目在建设与运营的过程中都产生了大量的建设期和运维期数据,这对数据的采集、存储、处理和最终利用等全过程提出了极大的挑战。 本研究以C公司抽水蓄能项目为例,旨在从单个项目的视角出发,探讨如何在项目建设和运营过程中实现高效、规范的数据治理。通过系统分析项目在建造及运维等阶段的数据特点与治理难点,结合数据治理理论与实际项目的经验,构建适用于抽水蓄能项目的数字化数据治理框架。本研究主要通过对抽蓄行业信息化数字化文献研究、当面访谈、调查问卷等方法对C公司FN抽水蓄能项目进行数据治理各个板块的现状进行评估和总结,同时提出一套高效的数据治理框架,并为其他抽水蓄能项目在数字化建设过程中的数据治理提供可参考的方案。 
英文摘要:Under the strategic goals of carbon neutrality and carbon peaking, China’s energy structure is accelerating its transition toward low-carbon, clean, and intelligent development. Achieving an efficient, secure, and sustainable energy system has become a core mission in promoting the national energy revolution and green transition. Against this background, the integrated development of hydropower, wind, and solar energy has gradually become a key component of the national energy strategy. Among these, pumped storage projects play a crucial role in stabilizing grid fluctuations and facilitating the consumption of renewable energy. In recent years, a large number of pumped storage projects have been launched and entered the construction stage. These projects, typically organized as corporate project clusters, are characterized by long construction cycles, high investment, and complex technologies. Since April 2023, with the formulation and release of the Technical Guidelines for Informatization and Digitalization of Pumped Storage Power Station Projects and the Standards for Digital and Information Design of Pumped Storage Power Stations, the importance of informatization and digitalization in pumped storage construction has become increasingly prominent. As a core component of project implementation, these processes span the entire project lifecycle, including the full-lifecycle digitization, intelligent construction, and smart operation and maintenance. Each project generates a large volume of data during both the construction and operation phases, posing significant challenges throughout the entire data lifecycle—from collection and storage to processing and utilization. This study takes Company C’s FN pumped storage project as a case to explore how efficient and standardized data governance can be achieved across the construction and operation stages from the perspective of a single project. By systematically analyzing data characteristics and governance challenges at different stages, and integrating data governance theories with practical project experience, a data governance framework suitable for pumped storage projects is developed. The research employs literature review, field interviews, and questionnaire surveys to evaluate the current status and identify the main challenges of data governance in the FN project. Based on the findings, the study proposes an efficient data governance framework that serves as a reference for other pumped storage projects undergoing digital transformation.
