中文摘要：	通过与社会资本的合作，政府引导基金鼓励创业投资行为共同投资于具有 高增长潜力的企业，利用财政资金的放大效应，增加创业投资的资本供应，从 而支持初创时期的科技型中小企业进行创业和技术创新。政府引导基金的主要 目标是解决仅依赖市场来配置创业投资资本时出现的市场失灵问题，以实现政 府引导、市场操作、科学决策和风险防范的综合目标。在促进我国经济结构调 整，产业升级与转型进程中，政府引导基金发挥着关键作用，还推动高新技术 产业与区域经济平衡发展。 2018 年，为了引导社会资本投资 A 市 B 区的重大项目和重点产业，以及支 持 B 区的重大项目开展和产业转型升级，促进区域经济高质量发展，B 区政府 出资 100 亿元设立引导基金。然而，自成立以来，由因国家政策、地方财政压 力、不健全的风险管理流程、专业人才短缺以及退出机制的障碍等多重因素， 在风险预防和管理方面遭遇了一系列复杂的挑战。 基于上述背景，本文对 B 区引导基金面临的风险进行分析，并提出风险管 理的改进建议。文章首先介绍了政府引导基金的基本概念及运作模式，并对其 发展情况进行了分析。随后，以 B 区引导基金为案例研究对象，介绍了 B 区引 导基金的发展情况及当前的风险管理状况。利用流程图法，对 B 区引导基金在 投前、投中及投后各阶段存在的风险管理问题进行识别及评价，分析其产生的 原因，并针对 B 区引导基金的风险管理提出具体改进建议并制定综合、全面的 风险管理策略。
英文摘要：	Government-guided funds cooperate with social capital to guide venture capital into high-growth potential enterprises. They amplify the role of fiscal funds, boost venture capital supply, and support early-stage tech-based SMEs in entrepreneurship and tech innovation.These funds aim to fix market failures in venture capital allocation by the market alone, and achieve government guidance, market-based operation, scientific decision-making and risk prevention. They play a key role in China's economic restructuring, industrial upgrading and transformation, drive high-tech industry development, and promote balanced regional economic growth. In 2018, the government of District B appropriated RMB 1 billion to establish a guided fund, aiming to channel social capital into major projects and key industries in District B (City A), support major project implementation, facilitate industrial transformation and upgrading, and promote high-quality regional economic development. However, since its establishment, the fund has faced challenges in risk prevention and management due to national policy pressures, local fiscal constraints, inadequate risk management procedures, professional talent shortages, and exit mechanism obstacles. Against this background, this paper analyzes the risks of District B’s guided fund and proposes risk management improvement recommendations. It first introduces the basic concepts, operational models and development status of government-guided funds. Then, taking the fund as a case study, it outlines the fund’s development and current risk management. Using the flow chart method, the paper identifies risks in the pre-investment, in-investment and post-investment phases, analyzes their underlying causes, and finally puts forward specific improvement measures and a comprehensive risk management strategy.
