中文摘要: “十四五规划”提出“要健全现代文化产业体系,加快发展新型文化企业、文化业态、文化消费模式,实施文化品牌战略,打造一批有影响力、代表性的文化品牌。”在国家重视文化创意产业发展的方针以及90、00渐渐成为社会中坚力量和新消费群体的大背景下,让中国潮玩产业有了兴盛的土壤。在充满快速变化的今天,市场需求和顾客喜好越发需要快速的响应,企业能否保持领先地位和竞争力的关键越发依赖供应链管理水平,而供应链计划作为供应链部门的“大脑”,在响应速度的灵活性、库存管理水平、产销协同效率等方面起到了绝对性作用。 本研究结合供应链计划管理、需求预测、销售与运营计划及库存控制等理论,采用文献综述法、定量分析法与案例分析法,系统剖析其供应链计划管理问题及成因,构建优化框架并提出保障措施。其核心意义在于,既为 P 公司突破供应链瓶颈提供实践指导,更填补了潮玩行业供应链计划管理优化的参考空白,具有行业普适价值。 P公司核心问题体现在需求计划准确率低;准时准量交付率低,供需错配加剧客户不满;库存金额居高不下,库存周转天数高,呆滞库存占比高几,经过理论结合实践分析,问题根源在于需求预测缺乏科学性、产销协同流程缺失、产品与安全库存管理欠佳。针对上述问题,本研究构建“组织-预测-协同-库存”四维优化框架;组织层面确立供应链计划部门主导地位,整合需求、供应、库存、协同四大职能模块;预测层面分品类优化模型,引入指数平滑法和移动平均法;协同层面引入标准化S&OP会议流程,建立供需风险预警机制;库存层面基于ABC分类实施差异化管理。同时,从组织结构、绩效体系、数字化推进三方面提出保障措施,确保方案落地。研究不仅为P公司突破供应链瓶颈提供实践指导,也为潮玩及类似快消行业的供应链计划管理优化提供参考范例。 
英文摘要: The "14th Five-Year Plan" proposed "to improve the modern cultural industry system, accelerate the development of new cultural enterprises, cultural business formats, and cultural consumption models, implement the cultural brand strategy, and create a group of influential and representative cultural brands." Under the national emphasis on the development of cultural. In today's rapidly changing environment, market demands and customer preferences increasingly require swift responses. The ability of enterprises to maintain a leading position and competitiveness increasingly depends on their supply chain management capabilities. As the "brain" of the supply chain department, supply chain planning plays a pivotal role in responsiveness, inventory management, production-sales coordination efficiency, and other critical aspects. This study integrates theories such as supply chain planning, demand forecasting, sales and operations planning, and inventory control. Using literature review, quantitative analysis, and case study methods, it systematically analyzes the issues and causes of supply chain planning management, constructs an optimization framework, and proposes safeguard measures. Its core significance lies in providing practical guidance for Company P to overcome supply chain bottlenecks while filling a gap in the reference literature on supply chain planning optimization in the trendy toy industry, offering universal value across the sector. The core issues at Company P are reflected in the low accuracy of demand planning, the low rate of on-time and accurate delivery, and the increasing mismatch between supply and demand that exacerbates customer dissatisfaction. Additionally, inventory levels remain persistently high, with elevated inventory turnover days and a significant proportion of stagnant inventory. Through theoretical and practical analysis, the root causes are identified as the lack of scientific demand forecasting, the absence of a coordinated production-sales process, and suboptimal product and safety stock management. To address the aforementioned issues, this study constructs a four-dimensional optimization framework comprising "Organization-Prediction-Collaboration-Inventory." At the organizational level, it establishes the dominant role of the supply chain planning department, integrating four functional modules: demand, supply, inventory, and collaboration. At the prediction level, it optimizes models by category, incorporating exponential smoothing and moving average methods. At the collaboration level, it introduces a standardized S&OP meeting process and establishes a supply-demand risk early warning mechanism. At the inventory level, it implements differentiated management based on ABC classification. Meanwhile, safeguarding measures are proposed from three aspects: organizational structure, performance system, and digitalization advancement to ensure the implementation of the plan. This research not only provides practical guidance for P Company to break through supply chain bottlenecks but also offers a reference model for optimizing supply chain planning management in the trendy toy and similar fast-moving consumer goods industries.
