中文摘要:随着我国经济进入高质量发展新阶段,地方国有企业在区域经济发展、产 业优化升级中的功能定位与引领作用日益凸显。G市作为全国闻名的“千年药 都”,其国有平台公司A集团公司,肩负着推动当地特色产业,尤其是中医药产 业的转型升级、实现国有资本保值增值的重要使命。然而,面对复杂多变的宏 观环境、激烈的市场竞争以及自身发展的瓶颈,制定一套科学、清晰、可执行 的发展战略,对A集团公司未来可持续发展至关重要。 本研究以A集团公司为研究对象,综合运用战略管理的相关理论工具。首先, 运用PESTEL分析框架,从政策、经济、社会、技术、环境与法律六个维度,系 统梳理A集团公司所处的宏观环境,旨在精准识别其面临的关键机遇与潜在挑 战;运用波特五力模型深入分析区域中医药行业的竞争态势。其次,通过对A集 团公司内部资源与能力进行梳理,识别其作为地方国有企业在资源整合、政策 承接等方面的优势,同时也客观审视其在市场化机制、人才储备、创新能力等 方面的劣势。 通过综合分析,最终为A集团公司提出以“深耕主业、相关多元、创新驱动、 资本赋能”为核心的增长型战略。具体而言:公司层战略上,建议聚焦中医药、 大健康核心主业,通过纵向一体化整合产业链,并战略性进入高端健康食品、 现代物流、中医药文旅等关联领域,构建产业生态圈;业务层战略上,提出差 异化竞争策略,打造“G市药都”品牌,提供高品质、可追溯的中医药产品与服 务;职能层战略上,从组织架构优化、人力资源体系建设、资本运作能力提升、 企业文化及党建等方面提出实施保障路径。在梳理研究局限性的基础上,文末 进一步提出了对未来深化研究的展望。 
英文摘要:As China's economy enters a new stage of high-quality development, the functional orientation and leading role of local-owned enterprises in regional economic development and industrial optimization and upgrading are increasingly highlighted. G City, known nationwide as the "Thousand-Year Medicine Capital", its state-owned company, Group A, bears the important mission of promoting the transformation and upgrading of local characteristic industries, especially the traditional Chinese medicine industry, and realizing the appreciation of stateowned capital. However, in the face of a complex and changeable macro environment, fierce market competition, and the bottlenecks of its own development, it is crucial for Group A formulate a scientific, clear, and executable development strategy for its future sustainable development. This thesis takes Group A as the research object and comprehensively applies relevant theoretical tools of strategic management. First, using the PESTEL analysis framework, the macro environment in which A Group Co., Ltd. is located is systematically sorted out from six dimensions policy, economy, society, technology, environment and law, aiming to accurately identify the key opportunities and potential challenges it faces; The competitive situation of the traditional Chinese medicine industry in the region is deeply analyzed using Porter's five forces model. Second, by sorting out internal resources and capabilities of Group A, its advantages as a local state-owned enterprise in terms of resource integration and policy implementation are identified, while its disadvantages in terms of market mechanism, talent reserve, and innovation capability are also objectively examined. Through comprehensive analysis, the final growth-oriented strategy with the core of "Deepening the Main Business, Relevant Diversification, Innovation-riven, and Capital Empowerment" was proposed for A Group Company. Specifically: at the company level strategy, it is suggested to focus on the core main business of traditional Chinese and big health, integrate the industrial chain through vertical integration, and strategically enter related fields such as high-end health food, modernlogistics, and traditional Chinese medicine culture and tourism, build an industrial ecosystem; at the business level strategy, it is proposed to implement a differentiated competition strategy, create the "G City Pharmaceutical Capital" brand, and provide high-, traceable traditional Chinese medicine products and services; at the functional level strategy, it is proposed to optimize the organizational structure, build the human resources system, improve the capital operation, and enhance the enterprise culture and Party building. Based on the combing of the limitations of the research, further prospects for future in-depth research are put forward at the end of the thesis.
