| 中文摘要: | 随着中国电信业竞争的日益加剧和通信技术的飞速发展,电信行业新业务层出不穷,这些新业务的推出是运营商争夺市场份额、不断寻求收益增长点的关键途径,是取得竞争优胜的焦点。运营商为了在竞争中立于不败之地,也必须自发地密切关注市场需求,不断推出电信新业务。 新业务开发项目在电信企业经营活动中占有重要地位,而且数量多、要求周期短。运用系统的项目管理方法、科学的项目管理流程完成电信新业务开发项目,使其快速、优质、高效地投入运营阶段,快速实现企业收益,能够推动企业发展和管理水平的提升,使企业不断保持竞争优势、实现稳步健康发展。 本文结合基础电信运营商—天津铁通的实际,运用现代项目管理理论对天津铁通MPLS VPN业务开发项目进行实例分析,对该项目的管理过程即针对项目本身的发展轨迹,运用项目管理的方法,在项目范围、项目时间、项目成本、项目人力资源、项目流程等各方面对项目运行加以规范管理,建立天津铁通新业务开发项目系统化的管理流程和规范、提高本企业新业务开发项目的管理水平、缩短新业务投入运营前的开发时间、提高开发效率,具有一定的实用价值和现实意义。 本文主要的创新点是研究对象的选取具有创新性,目前同行业同类型项目的管理过程和方法研究内容较少;论文研究结果对同类型企业具有借鉴价值和意义。同时为本企业建立全新的新业务开发项目过程管理模型、建立系统化的项目管理流程和规范。 | |
| 英文摘要: | With the increasingly intense competition of China telecom and the rapid development of communication technology, new service emerge continually, these new service are important channel through which operators constantly seek for market share and growing income, and are the focus of seizing competitive advantage. Operators in the competition invincible, must also be spontaneously pay close attention to market demand, and constantly introduce new telecom service. New service development project occupies an important position in the Operators’ business activities, and in large quantity, with cycle. Using the methods of project management system and scientific project management processes complete telecom new service development project, make it fast, high quality, efficient into operation stage, can promote enterprise earnings, advance enterprise development, so that enterprises will continue to remain competitive advantage and realize steady healthy development. In this paper, we study a new service development project of telecommunications, establish the whole life cycle of management and the corresponding management model, can obviously improve the enterprise new service development project management level, shorten new service development time before operation, enhance the efficiency. It has great practical value and practical significance. Integrate theory with practice of telecom operator- Tianjin Tietong, applying modern project management theory and telecom enterprise new service development with the actual problem analysis, then telecommunications project cases of Tianjin Tietong MPLS VPN service development project is analyzed. This paper analyze the scope of project and time management, human resource management and cost management of the case, establish the Tianjin Tietong new service development project total-life-cycle management model, establish systematic project management processes of new service development for the enterprise, and supplying a model for the management of same kind project in enterprise. The innovative spot of this paper is to select an innovative study object. Currently the same type of project management process and method research content is less. Research results have reference value and meaning to the same type enterprise. As it established new service development project process management model, established systematic project management process and specification. | |
