中文摘要: 在技术革命、客户需求升级与市场竞争加剧的多重驱动下,中国法律服务行业正经历深刻的结构性转型。长期依赖个人经验与关系资源的传统中小型律所,虽拥有突出的个体专业能力,却普遍面临人才储备难以整合与业务规模化受阻的现实困境,陷入“个体能力强、组织能力弱”的组织形态。本研究以FW律所为研究对象,通过案例研究、参与式观察与系统分析,揭示其困境根源在于组织内部隐性知识流转的系统性阻塞,即知识在提炼、转化与复用三大环节存在显著的“断流”与“淤塞”。 基于知识管理理论与组织能力理论,本研究构建了一套以业务项目为载体的隐性知识流转体系。该体系通过结构化的复盘与权责矩阵确保隐性知识的有效提炼,通过流程标准化与持续改进循环促进知识的系统转化与精准复用,并辅以积分激励与分阶段实施路线为体系提供持续动力。该设计将经典理论转化为一套可落地、可验证的管理实践。 研究通过引入学习曲线理论构建评估框架,论证了该体系对组织能力的显著提升作用。理论推演与初步实践表明,体系实施后,案件处理效率、新人培养速度及服务质量稳定性等关键指标均预期实现显著优化,为律所突破规模化瓶颈奠定了坚实的组织基础。本研究不仅为FW律所提供了系统的转型方案,更提炼出“聚焦流转过程、依靠工具赋能、构建管理闭环”的普适性管理逻辑,对广大资源受限的知识密集型专业服务机构具有重要的借鉴意义。 
英文摘要: Driven by technological revolution, upgraded customer demands, and intensified market competition, China's legal services industry is undergoing a profound structural transformation. Traditional small and medium-sized law firms that have long relied on individual experience and relational resources, despite possessing prominent individual professional competencies, generally confront practical dilemmas including difficulties in integrating talent reserves and impeded business scaling. Such firms thus fall into an organizational form featured by "strong individual capabilities yet weak organizational capacity." Taking FW Law Firm as the research object, this thesis adopts case study, participant observation, and systematic analysis to reveal that the root cause of its predicament lies in the systemic obstruction of tacit knowledge transfer within the organization—specifically, significant "interruption" and "congestion" in the three core links of knowledge extraction, transformation, and reuse. Based on knowledge management theory and organizational capability theory, this thesis constructs a tacit knowledge transfer system with business projects as the carrier. The system ensures effective knowledge extraction through structured retrospectives and responsibility assignment matrices,facilitates systematic knowledge transformation and precise reuse via process standardization and continuous improvement cycles, and provides sustained impetus for the system through point-based incentive mechanisms and phased implementation roadmaps. This design translates classic theories into a set of actionable and verifiable management practices. By introducing the learning curve theory to establish an evaluation framework, this thesis demonstrates the system's significant role in enhancing organizational capabilities. Theoretical deduction and preliminary practice indicate that after the system's implementation, key indicators such as case handling efficiency, newcomer training speed, and service quality stability are expected to achieve remarkable optimization. This lays a solid organizational foundation for the law firm to break through the scaling bottleneck. Beyond providing a systematic transformation plan for FW Law Firm, this thesis extracts the universal management logic of "focusing on transfer processes, empowering through tools, and constructing management closed loops," which holds important reference value for numerous resource-constrained knowledge-intensive professional service organizations.
