| 中文摘要: | 近年来,突发自然灾害事件频发,政府信息公开成为公众获取事件信息、防范应对风险的重要途径。质量是其生命线,高质量的信息公开是有效应对突发事件的关键要素之一,对于保障公众知情权、强化政府职能和维护社会秩序具有重要意义。自《中华人民共和国政府信息公开条例》实施以来,各级政府的信息公开工作持续推进,信息公开质量成为了信息公开实践的重点。然而,政府在实际操作中往往具有很大的自由裁量权,导致不同政府在突发事件情境下的信息公开质量表现不一。因此,需要关注突发自然灾害事件中我国政府信息公开质量如何,信息公开质量的影响因素有哪些,公众如何评判政府信息公开质量现状,以及哪些因素会影响公众的看法,从而帮助政府更好地改善信息公开质量,提升危机治理能力。 本研究以框架理论、TOE理论框架、社会支持理论为基础,采用网络数据爬取、半结构化深度访谈、实验法等方法收集数据,并利用多种定量研究方法、质性研究方法和定性比较分析方法进行数据分析。研究主要分为三个阶段:第一阶段是爬取并分析政务微博客观数据,从政府供给视角评估突发自然灾害事件情境下政府信息公开质量,并分析其信息公开特征表现;第二阶段是针对从事信息公开工作的公务员开展半结构化深度访谈,进一步挖掘政府信息公开质量的影响因素;第三阶段从用户感知视角切入,通过开展实验了解用户对于政府信息公开质量的感知,识别其评估信息公开质量的标准,并探究影响用户评估信息公开质量的因素与路径。 研究结果表明,信息公开质量与政府行政层级之间并非简单的线性关系,而是受到多种因素的综合影响;政府信息公开质量的影响因素包括技术因素、组织因素和环境因素,其中,组织因素起着决定性作用;用户对信息公开质量的评估标准包括运营定位、议题设置、规范性、可信度、有用性、公开时间、公开形式、易获取性、易理解性、政民互动、联动机制和个性化;用户获得高满意度的路径包括信息效能驱动型路径、需求满足驱动型路径,而导致低满意度的路径包括需求落差引发型路径、双元缺失引发型路径和共情缺失引发型路径。 本研究探讨了面向突发自然灾害事件的政府信息公开质量及影响因素相关问题,丰富了政府信息公开质量评估、政府信息公开质量影响因素、用户满意度影响路径等领域的理论基础,也为开展应急信息公开质量评估、提升政府信息公开质量、了解政府信息公开运行原理、提升用户对于信息公开的满意度提供了现实指导,具有一定的理论和实践意义。图17幅,表25个,参考文献299篇。 | |
| 英文摘要: | In recent years, with the frequent occurrence of natural disaster emergencies, government information disclosure(GID) has become essential way for public to obtain related information and prevent event risks. Quality is the lifeline of GID. High-quality GID is critical for responding to emergencies effectively, as it is vital for ensuring the public's right to know, enhancing government efficacy, and upholding social stability. Since the implementation of the "Regulations of the People's Republic of China on Government Information Disclosure ", GID work has been continuously advancing, and the quality of GID has become the focus of the practice of GID. However, due to the discretion that government has in practice, the quality of GID varies among different governments in emergencies. Therefore, it is necessary to focus on the quality of GID during natural disaster emergencies, the influencing factors of the GID quality, the public's assessment on the GID, and the influencing mechanism of the public's assessment, so as to help the government improve the GID quality and enhance crisis management capabilities efficiently. Based on the framework theory, TOE theory, and social support theory, the study employs a variety of data collection methods, including Web crawler, interview and experiment, and uses a range of quantitative research methods, qualitative research method and qualitative comparative analysis method for data analyzing. The research is mainly divided into three analysis stages. The first stage is evaluating the quality of GID in the context of natural disaster emergency from government supply perspective and analyzing the characteristics of GID by crawling and analyzing data from government Weibo. The second stage is exploring the influencing factors of the GID quality by conducting semi-structured in-depth interviews with civil servants engaged in GID work. The third stage is identifying the criteria of GID quality assessment from the perspective of user and clarifying the influencing paths of the users' perception through conducting experiment. The results indicate that the GID quality is not proportional to the level of government. GID quality is shaped by technological factors, organizational factors, and environmental factors, among which organizational factors are critical for ensuring high GID quality. Moreover, the criteria for the users' assessment of GID quality include operational positioning, agenda setting, standardization, credibility, usefulness, time of GID, form of GID, accessibility, comprehensibility, interaction, linkage mechanism, and personalization. High user satisfaction can be realized mainly through two paths, namely, information effectiveness-driven path, and demand satisfaction-driven path. The paths that lead to low user satisfaction include demand gap-induced path, dualism deficiency-induced path, and empathy deficiency-induced path. This study mainly explores the issues related to the GID quality and its influencing factors in the context of natural disaster emergencies. The theoretical significance of this study is enriching the theoretical basis for studies on GID quality evaluation, the influencing factors of GID quality and user satisfaction. Furthermore, this research has provided practical guidance for conducting GID quality evaluation, improving GID quality, understanding the principles of GID, and enhancing the user satisfaction with GID quality. | |
