| 中文摘要: | 摘要 在当前我国PPP模式深化改革的背景下,国家出台PPP新机制与国办函〔2025〕84号文等政策,明确要求规范PPP项目管理、探索挖掘收入潜力,强化市场化运营能力,减少对政府付费的依赖,推动项目公司提升自身盈利能力与可持续发展水平。鼓励项目公司综合采取创新运营模式、改进管理手段等多种方式,持续提高项目公司运营专业化水平,合理压减运营成本。D产业园区PPP项目公司作为典型代表,存在收入结构单一、过度依赖政府付费、商业模式缺乏弹性等问题,亟需在政策导向与市场驱动下进行系统性商业模式优化。 本研究以D产业园区PPP项目公司为研究对象,围绕其商业模式的优化展开系统研究,旨在提升项目公司的运营效率与综合竞争力。通过文献综述与理论梳理,构建基于商业模式画布的分析框架,结合PPP项目特点与政策新要求,对项目公司的九个商业模式模块进行深入诊断,提出商业模式优化路径。为确保优化措施落地,本研究进一步从组织架构、制度建设、财务管理和合作机制四个方面提出保障措施,确保商业模式优化路径有效落地。 研究发现,通过商业模式系统优化逐步降低D产业园区PPP项目公司对政府付费的依赖,增强市场化盈利能力,实现向可持续、高质量运营模式的转型。本研究一方面响应了PPP新政对项目公司提出的新要求,为同类PPP项目公司在政策新环境下探索商业模式创新提供了实践参考,另一方面也为政府部门完善PPP制度设计、推动项目市场化运作提供了政策启示,对推动PPP模式从重建设向重运营转型提供了理论支持与实践路径,具有较强的现实意义与推广价值。 关键词:PPP模式;产业园区;商业模式 | |
| 英文摘要: | Abstract Under the current background of deepening the reform of the PPP model in China, the state has introduced new PPP mechanisms and policies such as the State Council General Office Letter [2025] No. 84, clearly requiring the standardization of PPP project management, exploration and tapping of income potential, strengthening of market-oriented operation capabilities, reduction of reliance on government payments, and promotion of the improvement of the profitability and sustainable development level of project companies. Project companies are encouraged to comprehensively adopt innovative operation models, improve management methods, and other means to continuously enhance the professional level of project company operations and reasonably reduce operation costs. As a typical representative, the PPP project company of D Industrial Park has problems such as a single income structure, excessive reliance on government payments, and a lack of flexibility in the business model, which urgently need systematic business model optimization under the guidance of policies and market drivers. This thesis takes the PPP project company of D Industrial Park as the research object and conducts a systematic study on the optimization of its business model, aiming to improve the operational efficiency and comprehensive competitiveness of the project company. Through literature review and theoretical sorting, an analysis framework based on the business model canvas is constructed. Combined with the characteristics of PPP projects and new policy requirements, the nine business model modules of the project company are deeply diagnosed, and a business model optimization plan is proposed. To ensure the implementation of the optimization measures, this thesis further proposes safeguard measures from four aspects: organizational structure, system construction, financial management, and cooperation mechanism to ensure the effective implementation of the business model optimization plan. The research concludes that through systematic business model optimization, the PPP project company of D Industrial Park can gradually reduce its reliance on government payments, enhance market-oriented profitability, and achieve a transformation to a sustainable and high-quality operation model. On the one hand, this thesis responds to the new requirements for project companies under the new PPP policies, providing practical references for similar PPP project companies to explore business model innovation in the new policy environment. On the other hand, it also provides policy implications for government departments to improve PPP system design and promote the market-oriented operation of projects, providing theoretical support and practical paths for the transformation of the PPP model from focusing on construction to focusing on operation, and has strong practical significance and promotion value.
