中文摘要: 在当前国家大力发展普惠金融、着力破解小微企业“融资难、融资贵”问题的政策背景下,城市商业银行作为服务地方经济的重要金融力量,积极响应号召拓展小微信贷业务。然而由于小微企业普遍存在财务信息不透明、缺乏有效抵押物、经营风险较高等问题,城商行在开展相关业务时面临风险识别难、运营成本高、规模不经济等多重困难。为应对这些挑战L城商行引入“信贷工厂”模式,通过标准化、流程化、专业化的作业方式,实现对小微企业贷款的批量处理,显著提升了审批效率、降低了操作成本、扩大了业务覆盖范围,较好地契合了普惠金融的商业可持续要求。但该模式实际运行中出现的一些典型不良贷款案例也暴露出该模式下信贷风险管理存在问题。 本论文从以下五个部分展开研究。首先是本文的研究背景与研究意义,国内外研究综述以及本论文的研究内容研究方法和本文的创新点。其次,介绍了信贷风险、信贷风险管理的相关理论及信贷工厂风险管理理念。然后,主要介绍L城商行目前的信贷工厂模式下普惠金融业务的发展情况及其信贷风险管理内容。接下来分别从L城商行信贷工厂模式下贷前风险识别存在盲区、贷中环节的风险缓释过度依赖抵押物及贷后环节的风险预警滞后严重的三个角度对其风险管理存在的问题的成因及不良后果进行分析。风险管理问题的具体成因包括数据来源不完整不真实,人工贷前调查模板化无深度;风险应对过度依赖抵押物;风险预警滞后严重,风险信息传递不畅通,标准化处置流程存在适配性偏差的问题。最后提出了充分识别信贷风险,健全风险应对机制,完善风险预警体系的优化方案。具体包括构建多维全景数据视图,建立贷前深度调查流程;推动贷款产品创新,深化第一还款来源分析,科学构建抵押物估值体系;细化预警指标与阈值,建立差异化处置流程与强化贷后管理工作考核。 本文对L城商行信贷工厂模式下信贷风险管理的研究,有利于实现L城商行“扩面、提质、降本”的可持续发展目标。并为采取“信贷工厂”业务模式的同类区域性银行的风险管理优化提供参考借鉴。 
英文摘要: Under the current policy background that the state is vigorously developing inclusive finance and cracking the problem of "difficult and expensive financing" for small and micro enterprises, city commercial banks, as an important financial force serving the local economy, have actively responded to the call to expand small and micro credit business. However, due to the common problems of opaque financial information, lack of effective collateral, and high business risks, city commercial banks face multiple difficulties in risk identification, high operating costs, and uneconomical scale in carrying out related business. In order to meet these challenges, City Bank L introduced the "Credit Factory" model, which realises batch processing of loans for small and micro enterprises through standardised, process-oriented and professional operations, significantly improving approval efficiency, reducing operating costs and expanding business coverage, which better meets the requirements of commercial sustainability of inclusive finance. However, some typical cases of non-performing loans in the actual operation of the model have also exposed the problems of credit risk management under the model. This thesis develops the research from the following five parts. Firstly, the background and significance of the research, the review of domestic and international research as well as the research content and research method of this thesis and the innovation of this paper. Secondly, it introduces the relevant theories of credit risk, credit risk management and the concept of credit plant risk management. Once again, it mainly introduces the current development of inclusive finance business under the credit factory model of L City Commercial Bank and its credit risk management, and lists three typical bad cases of credit factory business. Next, it analyses the problems of risk management from three perspectives, namely, the existence of blind zones in risk identification in the pre-credit process, the insufficient effectiveness of risk assessment and response in the credit process, and the serious lag in risk early warning in the post-credit process under the credit factory model of L City Commercial Bank. Specifically, it includes the incomplete system data source channels and the lack of depth in manual pre-credit investigation; defective risk assessment models, over-reliance on collateral for approval decisions, and distorted valuation of collateral and difficulties in realisation; outdated risk early-warning concepts, unsmooth transmission of risk information, and adaptability bias in standardised disposal processes. Finally, three perspectives are proposed: fully identifying credit risks, improving risk assessment and response mechanisms, and perfecting the risk early warning system to give corresponding optimisation solutions. Specifically, it includes building a multi-dimensional panoramic data view, establishing a pre-credit in-depth investigation process; optimising the risk assessment system, deepening the analysis of the first source of repayment, and building a scientific collateral valuation system; refining the early warning indexes and thresholds, establishing a differentiated disposal process, and strengthening the assessment of post-credit management work. The study of credit risk management under the credit factory model of L City Commercial Bank is conducive to achieving the sustainable development goal of L City Commercial Bank, which is "expanding, improving quality and reducing costs". It also provides a reference for the optimisation of risk management of similar regional banks adopting the "credit factory" business model.
