中文摘要：	改革开放以来，我国经济高速发展，但是“三农”问题始终是一个关系我们党和国家全局的根本性问题，我国存在的城乡二元经济结构、城乡差距过大等问题日益突出，成为制约我国经济社会发展的瓶颈。在这种情况下，区域城乡一体化的思路应运而生。十六届三中全会上，胡锦涛同志明确地提出了著名的五个统筹思想，放在首位的就是统筹城乡发展。为了实现区域城乡一体化，我国循序渐进地提出了推进农村社区建设的思路，各地纷纷开展农村社区建设的试点工作。从整体上看，目前我国农村社区建设正处在起步阶段，这方面的经验还不丰富，农村社区建设管理的理论和方法尚不成熟，有待于进一步探索和完善。 本文以山东省诸城市农村社区建设为例，从项目管理的视角对区域城乡一体化农村社区建设的理论和方法进行了探索，以期对其他地区的农村社区化建设的探索和实践起到指导作用。本文从明确相关概念、回顾相关理论入手，首先回顾了项目和项目管理的理论，并对项目管理知识体系中的质量管理、人力资源管理和风险管理做了较为详尽的阐述，同时回顾了区域城乡一体化和农村社区建设的相关理论，为本文的研究奠定了理论基础。本文以诸城市农村社区建设为例，分三章对农村社区建设的质量管理、人力资源管理和风险管理进行了深入的研究和探索，把诸城市农村社区建设的成功做法上升到理论高度，总结出了具有创新性的农村社区建设项目管理的理论和方法。 由于我国的农村社区建设正处于探索阶段，成功经验非常少，本文的研究还是初步的，随着各地在农村社区建设方面的不断的探索和实践，此领域的理论和方法也将不断完善。
英文摘要：	Since reform and opening, China's economy has been high-speed development, but "three rural" issue has always been one of our party and the country's overall fundamental problem. exists In our country, the existing problems such as urban-rural dual economic structure, wide urban-rural gap are growing outstanding, and have become a constraint to China's economic and social development. In this case, the regional urban-rural integration ideas emerged. On the Third Plenary Sessions of its Sixteenth Central Committee, Hu Jintao clearly put forward the famous five overall ideas, and gave top priority to urban-rural development. In order to achieve regional urban-rural integration, China gradually raised the idea of promoting rural community building, and the pilot work of rural communities has been carrying out from place to place in China. Overall, our country is in the initial stage of the building of rural communities at present, the relative experience is not rich, the theory and method in the construction and management of rural communities is not yet mature, and need to be further explored and improved. In this thesis, taking the building of rural communities in Zhucheng Shandong Province for example, the author explores the theory and methods of the regional urban-rural integration and the construction of rural communities from the perspective of project management, which will to play a guiding role in the explore and practice of the construction of rural communities in other parts. This paper starts with specifying related concepts and reviewing the relevant theory. In this paper, the author reviews the project and project management theory, elaborates quality management, human resources management and risk management of Project Management Body of Knowledge, and reviews the relevant theory of the regional urban-rural integration and the building of rural communities, which lays a theoretical basis for the study in this paper. Then, taking the example of the building of rural communities in Zhucheng, Shandong Province, this paper deeply explores and studies quality management, human resources management and risk management on the construction of rural communities in three chapters. The thesis promotes the successful practices of Zhucheng, Shandong Province in rural communities construction to the level of theory, summed up with innovative rural community-building project management theory and methods. Since the building of rural communities in China is at the initial stage, there is not enough successful experience, and there are still certain problems in this paper. With the increasing exploration and practice of the construction projects in rural communities in China, theory and methods in this field will also be continually refined.
