| 中文摘要: | 在国家大力推进数字政府建设、《政务数据共享条例》实施的背景下,政务数据共享已成为提升治理能力的关键支撑,却仍面临“不愿、不敢、不能”的共享困境。本文以信息生态理论为框架,聚焦H省实践,分析其面临的困境、影响因素及优化路径。作为中部典型省份,H省既具区域特色,也折射全国共性难题。分析表明,该省虽已建立平台与制度基础,但仍受限于数据质量不高、部门协同不畅等深层次挑战,亟需推动从“被动共享”向“主动共治”机制转变,以系统性提升政务数据共享效能。 本研究基于信息生态理论和社会交换理论,通过访谈与问卷调查,深入挖掘H省政务数据共享中的现实困境。访谈对象涵盖省、市、县三级政府部门及相关技术人员,通过对访谈资料三级编码分析,初步构建影响因素模型;在此基础上设计并发放问卷,运用SPSS软件进行描述性统计、因子分析、相关分析与回归分析,验证模型的科学性与完备性。研究发现,H省当前存在数据要素基础薄弱、主体能动性不足、技术支撑体系滞后、数据环境营造不力等困境,四个维度相互交织,互相制约。量化分析进一步表明,数据主体维度影响最为显著,凸显“人”的因素在数据共享生态中的关键地位。 基于上述发现,本文从信息生态系统的整体性出发,采取协同推进的综合策略。在数据层面,构建全生命周期治理体系,强化质量标准与安全管理;在主体层面,完善激励容错机制,培育共享文化,加强人才队伍建设;在技术层面,加快平台整合与系统兼容,推动技术迭代创新;在环境层面,健全制度体系、强化顶层设计与场景驱动。这些对策相互关联、协同作用,共同构成H省政务数据共享能力提升的系统化路径。 本研究不仅在理论层面拓展了信息生态理论在政务数据共享领域的应用,同时在实践层面为H省及其他类似地区优化数据共享机制、推动数字政府建设提供了可复制、可操作的参考范式。政务数据共享是一个持续演进、多方参与的系统工程,未来应在跨区域比较、新技术应用与效益评估等方面深化探索。 | |
| 英文摘要: | Against the backdrop of the country's vigorous promotion of digital government construction and the implementation of the "Regulations on the Sharing of Government Data", the sharing of government data has become a key support for enhancing governance capabilities. However, it still faces the sharing predicament of "unwillingness, dare not, and inability". This article takes the theory of information ecology as the framework, focuses on the practice of Province H, and analyzes the predicaments it faces, influencing factors and optimization paths. As a typical province in central China, Province H not only has regional characteristics but also reflects common problems across the country. Analysis shows that although the province has established a platform and institutional foundation, it is still constrained by deep-seated challenges such as low data quality and poor interdepartmental collaboration. It is urgent to promote a transformation from a "passive sharing" mechanism to an "active co-governance" one to systematically enhance the efficiency of government data sharing. Based on the theory of information ecology and social exchange, this study, through interviews and questionnaire surveys, deeply explores the practical predicaments in the sharing of government affairs data in H Province. The interviewees covered government departments at the provincial, municipal and county levels as well as relevant technical personnel. Through the three-level coding analysis of the interview materials, a preliminary model of influencing factors was constructed. On this basis, questionnaires were designed and distributed. Descriptive statistics, factor analysis, correlation analysis and regression analysis were conducted using SPSS software to verify the scientificity and completeness of the model. The research finds that currently, Province H is confronted with several predicaments, including a weak foundation of data elements, insufficient initiative of the main body, a lagging technical support system, and ineffective creation of a data environment. These four dimensions are intertwined and mutually restrictive. Quantitative analysis further indicates that the data subject dimension has the most significant impact, highlighting the crucial position of the "human" factor in the data sharing ecosystem. Based on the above findings, this paper starts from the integrity of the information ecosystem and adopts a comprehensive strategy of collaborative advancement. At the data level, a full life cycle governance system should be established, and quality standards and safety management should be strengthened. At the subject level, improve the incentive and fault-tolerance mechanism, cultivate a culture of sharing, and strengthen the construction of the talent team. At the technical level, accelerate platform integration and system compatibility, and promote technological iteration and innovation. At the environmental level, it is necessary to improve the institutional system, strengthen top-level design and scene-driven approaches. These countermeasures are interrelated and work in synergy, jointly constituting a systematic path for enhancing the capacity of government data sharing in H Province. This research not only expands the application of information ecology theory in the field of government data sharing at the theoretical level, but also provides a replicable and operational reference model for H Province and other similar regions to optimize the data sharing mechanism and promote the construction of digital government at the practical level. The sharing of government affairs data is a continuously evolving and multi-party involved systematic project. In the future, it should be further explored in aspects such as cross-regional comparison, application of new technologies and benefit assessment. | |
