中文摘要:在国内食品饮料设备制造行业飞速发展的当下,企业面临的业务需求正变得越发复杂,定制化设备项目便是典型例证。M公司是全球知名的外资餐饮设备制造商,目前旗下有11个子品牌,业务涵盖从快餐店后厨设备、便利店展示冰柜,厨房集成系统等在内的诸多餐饮领域。天津工厂生产的五个子品牌,主要提供饮料机,烤面包机,蒸烤箱和保温箱等餐饮设备,主要从美洲,欧洲,亚洲采购原材料,在天津组装后销往全球。目前,M公司在国内业务的痛点在于如何降低客户定制项目的采购成本,保持和提高在华业务竞争力。 本文以M公司为研究对象,结合项目管理理论,依托采购成本理论,聚焦客户定制化项目采购流程优化问题展开剖析与梳理,以达到成本节约为目的。识别出了M公司采购流程管理中的三大核心问题:其一,与采购流程相关的组织设计和职责安排匹配性较差,导致决策效率低下,推高了采购成本;其二,项目采购的执行流程不合理,各环节协调匹配性较差,难以在保障客户需求的基础上降低成本;其三,采购流程无法实现持续的迭代升级,无法推动采购成本的持续降低。为优化M公司中国市场的采购管理流程及节约成本,本研究融合项目管理、采购成本理论及采购流程优化理论,提出针对性策略:其一,从职能适配角度出发,通过增设项目经理岗位、搭建专项工作团队、设立PMO(项目管理办公室);其二,对采购全周期(项目需求、供应商搜寻与评估、采购执行、后续跟踪)流程进行系统性重构,推动采购流程向标准化转型;其三,构建项目采购流程知识体系,健全知识沉淀、共享与创新机制,为企业人才梯队建设及长期发展提供支撑。 本研究有助于推动M公司采购成本的持续降低,保持和提升公司在华业务的竞争力,同时也有助于为我国同类型企业提供参考。  
英文摘要:At present, with the rapid development of the domestic food and beverage equipment manufacturing industry, the business demands faced by enterprises are becoming increasingly complex, and customized equipment projects are a typical example. Company M is a globally renowned foreign manufacturer of catering equipment. Currently, it has 11 sub-brands and its business covers a wide range of catering fields, including fast food restaurant kitchen equipment, convenience store display freezers, and kitchen integrated systems. The five sub-brands produced by the Tianjin factory mainly provide catering equipment such as beverage machines, toasters, steam ovens and insulated boxes. They mainly purchase raw materials from America, Europe and Asia, assemble them in Tianjin and then sell them globally. At present, the pain point of Company M's domestic business lies in how to reduce the procurement cost of customized projects for customers and maintain and enhance the competitiveness of its business in China. This paper takes Company M as the research object, combines project management theory and relies on the theory of procurement cost, and focuses on the analysis and sorting of the optimization problem of the procurement process for customer customized projects, with the aim of achieving cost savings. Three core issues in the procurement process management of Company M were identified: First, the mismatch between the organizational design and the responsibility arrangement related to the procurement process was poor, resulting in low decision-making efficiency and pushing up the procurement cost; Secondly, the execution process of project procurement is unreasonable, with poor coordination and matching among various links, making it difficult to reduce costs while meeting customer demands. Thirdly, the procurement process cannot be continuously iterated and upgraded, and thus cannot drive the continuous reduction of procurement costs. To optimize the procurement management process of Company M in the Chinese market and save costs, this study integrates project management, procurement cost theory and procurement process optimization theory, and proposes targeted strategies: First, from the perspective of functional matching, by adding the position of project manager, establishing a special working team, and setting up a PMO (Project Management Office); Secondly, systematically restructure the entire procurement cycle process (project requirements, supplier search and evaluation, procurement execution, and subsequent tracking) to promote the transformation of the procurement process towards standardization. Thirdly, establish a knowledge system for the project procurement process, improve the mechanism for knowledge accumulation, sharing and innovation, and provide support for the construction of the enterprise's talent echelon and long-term development. This research is conducive to promoting the continuous reduction of M Company's procurement costs, maintaining and enhancing the competitiveness of the company's business in China, and also provides a reference for similar enterprises in our country .
