中文摘要:人力资源管理是公司发展的核心支撑,初创阶段奠定基础,随着管理不断成熟,更成为重点推进的关键工作之一。在市场不断改变的情况下,组织及人必须永远不断地更新以满足公司的策略需求,要求人力资源工作更加融合具体业务并与战略相关。人力资源业务伙伴模式,强调在各个业务单元建立相应的队伍,将人力资源工作融进具体业务,人力资源部门从功能支持转向业务伙伴,解决问题、实现效益。 本文以H集团智能家电事业部为研究对象,以战略人力资源管理理论、职能分工理论、共享服务理论 、伙伴理论为理论基础,通过文献研究法、访谈法、问卷调查法,对H集团智能家电事业部人力资源业务伙伴职能进行调查,并识别出此类角色职能存在的问题及原因。具体问题包括:职能定位模糊,导致工作人员在执行过程中缺乏明确的方向;职能分工不够清晰,造成各个成员之间的职责重叠或空白;人员能力建设缺乏系统性,未能有效地提升员工的专业素质和技能水平;绩效考核机制尚不完善,未能对员工的工作表现给予合理的评价和激励。问题产生的原因包括:战略层面角色认知模糊、人力与业务部门的权责划分模糊、人才培养体系与业务需求脱节、考核目标与职能定位脱节。基于H集团智能家电事业部人力资源业务伙伴职能存在的问题进行优化,包括明确岗位定位及能力要求、明晰岗位工作职责及编制、完善人才选拔和培养机制、完善绩效考核及激励方案。最后,为优化后的岗位职能提供保障措施,包括制度保障、技术保障、组织保障、人才保障。 本文所探讨的问题在整个行业中具有广泛的普遍性,旨在通过对H集团智能家电事业部人力资源业务伙伴职能的优化方案,增强人力资源管理与业务发展的协同效应。通过这样的探索与实践,不仅能提升企业内部管理的效率和效益,还能促进各项业务的稳步推进,推动企业持续良性发展,并为其它同类企业提供借鉴与参考。 
英文摘要:Human resource management is the core support for a company's development. It lays the foundation in the start-up stage and becomes one of the key tasks to be prioritized as management matures. In the constantly changing market, organizations and individuals must constantly update to meet the strategic needs of the company, requiring human resources work to be more integrated with specific business and strategically relevant. The human resources business partner model emphasizes the establishment of corresponding teams in each business unit, integrating human resources work into specific businesses. The human resources department shifts from functional support to business partners, solves problems, and achieves benefits. This thesis takes the Smart Home Appliance Division of H Group as the research object, and based on the theories of strategic human resource management, functional division of labor, shared services, and partners, it investigates the human resource business partner functions of the Smart Home Appliance Division of H Group through literature research, interview, and questionnaire survey methods, and identifies the problems and causes existing in such role functions. Specific issues include: The functional positioning is ambiguous, resulting in staff lacking a clear direction during the execution process; The division of functions is not clear enough, resulting in overlapping or blank responsibilities among various members.The capacity building of personnel lacks systematicness and has failed to effectively enhance the professional quality and skill level of employees.The performance appraisal mechanism is still not perfect and fails to provide reasonable evaluations and incentives for employees' work performance. The causes of the problems include: ambiguous role recognition at the strategic level, ambiguous division of rights and responsibilities between human resources and business departments, disconnection between the talent cultivation system and business needs, and disconnection between assessment goals and functional positioning. Based on the problems existing in the human resources business partner functions of the Smart Home Appliance Division of H Group, optimization is carried out, including clarifying the job positioning and ability requirements of HRBP, defining the job responsibilities and staffing of HRBP, improving the talent selection and training mechanism of HRBP, and perfecting the performance assessment and incentive plan for HRBP. Finally, provide safeguard measures for the optimized job functions, including institutional guarantees, technical guarantees, organizational guarantees, and talent guarantees. The issues discussed in this article are widely universal throughout the industry, aiming to enhance the synergy between human resource management and business development through an optimization plan for the human resource business partner functions of H Group's Smart Home Appliance Division. It is expected to promote the sustained and healthy development of the enterprise, and at the same time provide useful references and guidance for other similar enterprises. Through such exploration and practice, not only can the efficiency and effectiveness of internal management of enterprises be enhanced, but also the steady progress of various businesses can be promoted, thus occupying a more favorable position in the fierce market competition. Good human resource management can provide solid support for an enterprise's long-term strategic goals and set a new benchmark for the entire industry.
