中文摘要:在重大突发事件情境下,政府信息公开质量是保障社会稳定和有效治理危机的关键因素。随着突发事件的频发,公众对政府信息公开的及时性、完整性、准确性等提出了更高要求。然而,现实中仍存在公开信息不对称、信息整合度不足等问题,影响了信息公开的质量。现有研究多集中于信息公开的基本框架和政策执行,忽视了在突发事件中信息公开面临的具体挑战与多维影响因素。因此,本研究旨在弥补这一缺憾,探讨如何测度和评价突发事件中的政府信息公开质量,从而更好地促进社会稳定,提升危机治理能力。 本研究以知情权理论、质量管理理论等为基础,运用问卷调查法、专家咨询法、编码、数理统计等研究方法,通过设计3项研究,针对重大突发事件中政府信息公开质量的现状与问题展开探讨。具体而言,研究1针对重大突发事件政府信息公开质量进行概念化研究,明确其核心内涵和维度结构;研究2探究如何测度重大突发事件政府信息公开质量,开发测度量表,结合实证数据验证其科学性与可靠性;研究3进一步应用量表,通过问卷调查,揭示当前重大突发事件政府信息公开质量的特征与存在问题。由此,本研究进一步提出针对性的优化建议,以提升政府在重大突发事件中的信息公开质量。 研究结果表明,重大突发事件政府信息公开质量概念由信息质量、过程质量、保障质量、赋能质量四个主要维度构成。基于此,本研究开发量表,收集数据,通过分析进一步将其修正为公开工作质量、信息呈现质量、事件通报质量、事件处置质量、公众赋能质量五个维度。评估结果显示,当前重大突发事件政府信息公开在基础设施和制度设计、平台建设与法律保障、技术使用和社会互动、信息真实性、隐私权保障、信息公开主题、事件处置态度和行动以及提升公众认知和能力等方面仍存在不足。进一步分析和讨论表明,这与政府、公众、法律制度环境、重大突发事件情境等多方因素有关,政府信息公开质量提升需要从加强政府意识与能力、促进公众参与和认知提升、建立与完善法律制度以及增强应对重大突发事件的情境适应性和灵活性等多方面进行。 本研究在丰富重大突发事件政府信息公开质量概念的内涵与外延、建立和完善概念框架、构建科学的质量评价工具、诊断信息公开质量问题等方面具有一定的理论和实践贡献。同时,为政府信息公开质量的改善和政府突发事件应对能力的提升提供了政策建议。研究结果不仅深化了重大突发事件政府信息公开质量的理论框架,还通过量化研究为信息公开实践提供了支持,对于改善重大突发事件情境下我国政府信息公开质量,提升公众信息质量意识提供了理论指导和实践参考,具有一定的理论和实践意义。 
英文摘要:In the context of major public emergencies, the quality of government information disclosure is a critical factor in ensuring social stability and effectively managing crises. With the increasing frequency of such emergencies, the public has placed higher demands on the timeliness, completeness, and accuracy of government-disclosed information. However, issues such as information asymmetry and fragmented information systems continue to hinder the quality of information disclosure. Existing studies have primarily focused on the basic framework and policy implementation of information disclosure, often overlooking the specific challenges and multidimensional influencing factors in emergency contexts. To address this gap, this study aims to explore how to measure and evaluate the quality of government information disclosure during public emergencies, thereby contributing to social stability and enhancing crisis governance capabilities. Grounded in the right-to-know theory and quality management theory, this study employs a range of research methods, including survey research, expert consultation, coding, and statistical analysis. Through the design of three studies, it investigates the current state and challenges of government information disclosure quality in major public emergencies. Specifically, Study 1 conceptualizes the quality of government information disclosure in emergency contexts, clarifying its core connotations and dimensional structure. Study 2 focuses on developing a measurement scale for assessing information disclosure quality in major public emergencies, validating its scientific rigor and reliability through empirical data. Study 3 further applies the developed scale in a survey-based assessment to identify the characteristics and existing issues in the current state of government information disclosure quality during public emergencies. Based on these findings, the study proposes targeted recommendations for improving the quality of government information disclosure in emergency situations. The findings indicate that the concept of government information disclosure quality in major public emergencies consists of four primary dimensions: information quality, process quality, assurance quality, and empowerment quality. Based on this framework, the study developed a measurement scale and collected data, which, through further analysis, was refined into five dimensions: disclosure work quality, information presentation quality, event reporting quality, event response quality, and public empowerment quality. The assessment results reveal several deficiencies in current government information disclosure during major public emergencies, including shortcomings in infrastructure and institutional design, platform development and legal safeguards, technological utilization and social interaction, information authenticity, privacy protection, disclosure themes, attitudes and actions in event response, as well as efforts to enhance public awareness and capacity. Further analysis and discussion suggest that these challenges stem from multiple factors, including government practices, public engagement, the legal and institutional environment, and the contextual dynamics of major public emergencies. Improving the quality of government information disclosure requires a multifaceted approach, including strengthening governmental awareness and capacity, promoting public participation and knowledge enhancement, establishing and refining legal frameworks, and enhancing adaptability and flexibility in responding to major public emergencies. This study makes both theoretical and practical contributions by enriching the connotation and extension of government information disclosure quality in major public emergencies, establishing and refining a conceptual framework, developing a scientifically sound evaluation tool, and diagnosing issues related to information disclosure quality. Additionally, it provides policy recommendations for improving the quality of government information disclosure and enhancing governmental crisis response capabilities. The findings not only deepen the theoretical framework of information disclosure quality in emergency contexts but also offer empirical support for its practical implementation through quantitative research. Furthermore, this study provides theoretical guidance and practical reference for improving the quality of government information disclosure in major public emergencies in China and for enhancing public awareness of information quality, offering both theoretical and practical significance.
