中文摘要：	进入Web 2.0时代，社交媒体已经成为政府提供公共服务、促进政民良性互动、推进政府信息公开、增加政府公信力的有利工具。政府在社交媒体平台上发布、转发以及评论互动的信息具有巨大的文化价值和信息价值，值得归档保存，而政策是政务社交媒体信息保存工作的重要支撑和衡量准绳。相较于我国而言，美国政务社交媒体归档政策更加完善，所以本文以美国国家层面政务社交媒体归档的相关政策为研究对象，结合LDA主题模型，构建了“政策工具-政策主题-发展阶段”三维分析框架。通过在多个权威政府网站上搜集政策并进行比对筛选，最后得到23份文件。接着在此基础上通过内容分析法和政策文献计量法，分别从单维度和双维度交叉对美国国家层面的政府社交媒体信息归档政策进行全面分析。 经分析发现美国现有政策具备积极拥抱新技术、归档流程和范围等明晰、政策体系完善等特点，同时存在轻需求型工具重环境型工具、政策工具在时间维度上存在明显的布局失衡等不足之处。此外提出了政务社交媒体信息归档政策亟需解决的两个问题：非结构化数据归档问题以及跨国社交媒体平台信息归档主权问题。参考以上分析结果并结合我国相关政策现状，本研究提出了一些可行建议，以期为未来我国政务社交媒体归档信息政策的建设提供有效参考。图11幅，表13个，参考文献97篇。
英文摘要：	In the Web 2.0 era, social media platform has become a powerful tool for the government to provide public services, promote positive interaction between the government and the public, advance government information disclosure, and enhance government credibility. The information released, forwarded, and interacted with through comments by the government on social media platforms has great cultural and informational value, making it worthy of being archived. Policies serve as an important support and benchmark for the preservation of government affairs social media information. Compared with China, the archiving policies for government affairs social media in the United States are more comprehensive. Therefore, this paper takes the relevant archiving policies for government affairs social media at the national level in the United States as the research object, and constructs a three-dimensional analysis framework of "policy tools - policy topics- development period" in combination with the LDA topic model. By collecting policies on multiple authoritative government websites and conducting comparison and screening, a total of 23 documents were finally obtained. Then, on this basis, through content analysis and policy bibliometric methods, a comprehensive analysis of the archiving policies for social media information of the US government was carried out from both single-dimensional and two-dimensional cross-perspectives. Through analysis, it has been found that current U.S. policies demonstrate characteristics such as actively embracing new technologies, well-defined archiving processes and scopes, and a well-established policy framework. However, shortcomings are also identified, including an overemphasis on environmental tools over demand-driven tools, and a temporal imbalance in the deployment of policy tools. Additionally, two critical issues requiring urgent resolution in government social media information archiving policies have been highlighted: the challenge of unstructured data archiving and the sovereignty concerns regarding information archiving on transnational social media platforms.Building on these findings and considering China’s current policy landscape, this paper proposes actionable recommendations to inform the future development of China’s government social media information archiving policies, aiming to provide effective references for enhancing regulatory frameworks and operational practices.
