中文摘要：	在全球化竞争加剧和经济持续波动的背景下，经济政策不确定性的影响渗透到国家、社会、企业等多个层面，为组织保持核心竞争优势、长期稳定发展带来挑战。经济政策不确定环境下风险与机会并存，宏观经济政策与微观企业行为的关系研究已成为我国制度背景下的一个重要课题。合作创新作为企业获取创新资源、降低创新成本的重要战略决策，在组织适应和进化过程中起着关键作用。企业通过跨组织合作创新将外部资源整合到自身创新过程与竞争战略中，以应对经济政策变化带来的威胁和挑战。 本研究根据实物期权理论，依据“经济政策不确定性-企业感知-行为决策”路径，结合宏观与微观领域研究，系统总结企业层面经济政策不确定性感知与合作创新策略的发展现状。深入探究企业经济政策不确定性感知对合作创新深度和合作创新广度的影响机制，并以行业竞争度和组织冗余资源作为调节变量构建理论模型。分析在面临外部环境不确定性时，企业在创新投入不可逆和机会风险识别等多重压力下，如何调整合作创新策略以满足组织发展现状和战略目标，在市场中保持稳定的竞争优势。 本研究借助文本分析法构建企业经济政策不确定性感知指标，以2008年至2021年沪深两市A股上市公司为研究样本，通过多元回归分析、稳健性检验、内生性检验以及异质性分析方法得到研究结果如下：企业经济政策不确定性感知与合作创新深度呈负相关关系，与合作创新广度呈正相关关系。行业竞争度缓解了企业经济政策不确定性感知对合作创新深度的抑制作用，并增强了企业经济政策不确定性感知对合作创新广度的促进作用。组织冗余资源缓解了企业经济政策不确定性感知对合作创新深度的抑制作用，对企业经济政策不确定性感知与合作创新广度两者关系之间并没有显著影响。以上结论在不同行业、不同地区企业之间也有差异，结果表明，制造业和西部地区企业会对经济政策不确定性更加敏感。本研究反映了经济政策不确定性研究的现实意义，为企业应对外部环境变化和合作创新策略制定提供了理论支持，并分别从政府层面和企业层面提出对策建议。
英文摘要：	Under the background of intensifying global competition and persistent economic fluctuations, the impacts of economic policy uncertainty permeate multiple levels including nations, societies and enterprises, posing challenges to organizations' long-term stable development and maintenance of core competitive advantages. Research on the relationship between macroeconomic policies and micro-level corporate behaviors has emerged as a critical academic focus within China's institutional context. While economic policy uncertainty presents both risks and opportunities, innovation plays a key role in the adaptation and evolution process of organizations. Enterprises strategically integrate various resources through innovative search strategies into innovation processes and competitive strategy to address threats and challenges arising from economic policy changes. This paper based on the real options theory, follows the path of "macroeconomic policy, uncertainty perception, behavior decision" and combines macro and micro research to systematically summarize the development status of economic policy uncertainty perception and cooperative innovation strategies at the enterprise level. It deeply explores the impact mechanism of firm perception of economic policy uncertainty on cooperative innovation breadth and depth, and selects industry competitiveness and organizational slack resources as moderating variables to enrich the research boundary. This paper uses text analysis to construct the indicator of firm perception of economic policy uncertainty, and taking A-share listed companies on Shanghai and Shenzhen stock markets from 2008 to 2021 as the research sample. This article obtained the following research results through multiple regression analysis, robustness test, endogeneity test, and heterogeneity analysis methods: firm perception of economic policy uncertainty is negatively correlated with cooperative innovation depth and positively correlated with cooperative innovation breadth. The degree of industry competition alleviates the inhibitory effect of firm perception of economic policy uncertainty on cooperative innovation depth, and enhances the promoting effect of firm perception of economic policy uncertainty on cooperative innovation breadth. However, organizational slack resources only alleviate the inhibitory effect of firm perception of economic policy uncertainty on cooperative innovation depth, and have no significant impact on the relationship between firm perception of economic policy uncertainty and cooperative innovation breadth. The above conclusions also vary among enterprises in different industries and regions, indicating that manufacturing and enterprises in western regions are more sensitive to economic policy uncertainty. This paper reflects the practical significance of studying firm perception of economic policy uncertainty, providing theoretical support for enterprises to respond to external environmental changes and formulate cooperative innovation strategies. It also proposes forward-looking and actionable policy recommendations from both the national government and enterprise levels.
