中文摘要：	城投公司是我国城镇化建设进程下的产物，承担着为城市建设项目提供资金支持的关键任务，其主要职责是城建项目筹集资金、对项目进行投资管理、项目资金运营以及建设城市基础设施等。城投公司的存在极大地促进了城镇化的进度，改善了城市环境，促进了当地经济增长。当前我国城投行业正处于蓬勃发展的时期，各地政府都在积极面对城镇化进程中的各种挑战。在此过程中，城投公司为解决城镇化难题发挥了重要的作用。随着近些年，国家对城投公司融资监管政策收紧，各地区经济环境差异明显，国有企业改革进程不断深入，给城投公司的传统融资模式带来了许多的挑战，这些公司能否选择与所处的背景相匹配的融资模式，持续地为城市建设提供资金，这对于这些公司和当地地区可持续发展至关重要。 J城投公司是T市J区国资委出资设立的，当地唯一一家城投公司，经营状况良好，为T市J区的经济和城市发展提供了强有力的支持。本文选择J城投公司作为研究对象，深入分析了J城投公司的经营管理、财务状况和融资问题等方面。在此基础上，本文对J城投公司的融资问题的解决方案提出建议。本文认为J城投公司融资问题解决过程中应当合理规划融资规模并拓宽融资途径、将融资期限和资金需求相匹配、提高资产利用率并降低融资成本、增强融资创新能力。在此过程中，还应当强化公司管理，加快公司的市场化转型和争取政府的各方面支持作为融资优化过程中的保障措施。 本文旨在结合实际情况为J城投公司在融资过程中遇到的问题提出解决方案，并且希望所提供的建议能够对J城投公司和其他存在类似融资问题的城投公司提供参考。
英文摘要：	Urban investment company is the product of China's urbanization construction process. It undertakes the key task of providing financial support for urban construction projects. Its main responsibilities are raising funds for urban construction projects, investment management of projects, project capital operation and construction of urban infrastructure. The existence of the urban investment company has greatly promoted the progress of urbanization, improved the urban environment and promoted the local economic growth. At present, China's urban investment industry is in a period of vigorous development, and local governments are actively facing various challenges in the process of urbanization. In this process, the urban investment company has played an important role in solving the problem of urbanization. In recent years, the state has tightened the financing supervision policies for urban investment companies, the regional economic environment is obviously different, and the reform process of state-owned enterprises is deepening, which has brought many challenges to the traditional financing mode of urban investment companies. Whether these companies can choose the financing mode that matches their background and continue to provide funds for urban construction is crucial for the sustainable development of these companies and local areas. J urban investment company is the only local urban investment company funded and established by the state owned assets supervision and Administration Commission of J District of T city. Its operation is in good condition, providing strong support for the economic and urban development of J District of T city. This paper chooses J urban investment company as the research object, and deeply analyzes the management, financial status and financing problems of J urban investment company. On this basis, this paper puts forward some suggestions on the solution to the financing problem of J urban investment company. This paper believes that in the process of solving the financing problems of J urban investment company, we should reasonably plan the financing scale and broaden the financing channels, match the financing period with the capital demand, improve the asset utilization rate and reduce the financing cost, reasonably control the financing risk and enhance the financing innovation ability. In this process, we should also strengthen the company management, accelerate the market-oriented transformation of the company and strive for the support of all aspects of the government as safeguard measures in the process of financing optimization. This paper aims to propose solutions to the problems encountered by J urban investment company in the financing process based on the actual situation, and hopes that the suggestions can provide reference for J urban investment company and other urban investment companies with similar financing problems.
