| 中文摘要: | 燃气是关系到国计民生的重要能源,随着国民环保意识的提高,绿色GDP概念的提出,做为清洁能源的天然气,得到越来越广泛的应用。除了在城镇居民生活中做为能源被应用以外,天然气越来越多的被应用于发电,工业天气,天然气化工。而随着天然气需求的上升,天然气管网也将快速的发展。管网的增长,对燃气输配企业的管理提出了新的挑战,在信息时代,利用信息技术协助企业管理燃气管网,是破解之道。 当前燃气企业对信息技术在调压站管理应用大部分都是基于自动化的数据采集与监控系统,这能提高调压站工作的效率,但对燃气企业对整个管网的管理水平的提升作用是有限的,本文从企业信息系统的规划及管理两个角度出发,对燃气企业利用信息技术解决调压站的管理问题做了深入的研究。本文先分析了天然气管网的构成和调压站传统管理模式,分析了传统管理模式下调压站运营成本过高,管理层级过多,组织结构臃肿,流程复杂,信息传递不及时,信息孤岛等诸多问题,并提出解决之道:利用信息技术,基于数据采集与监控系统和网络技术,将调压站的信息集中到企业的监控中心,由企业的监控中心取代各个调压站的值守人员,利用信息系统提供的完整的实时的信息,进行工艺管理和设备管理,保证管网的安全稳定运行。 无人值守模式在国内一些城市都已经开始应用和研究,但目前的应用还是将其作为一个远程的数据采集与监控系统,而研究也都以监测与遥控的技术为主,本文依据企业信息系统规划的方法对无人值守的信息系统进行了规划,提出了无人值守系统的架构和主要功能。对燃气输配行业进行无人值守系统的建设有借鉴作用。 本文还从企业流程与组织结构两个角度出发,对基于无人值守系统对管网的管理进行了研究。提出了基于无人值守模式的企业局部流程再造与组织变革,通过对管理流程的研究,提出适应于无人值守管理模式下的工艺管理流程和设备管理流程,并从信息系统与组织变革的三个角度,提出了与无人值守模式和流程相适应的组织架构。通过对这两个角度的变革,燃气输配企业的无人值守管理模式的实施才能获得理想的效果。 | |
| 英文摘要: | Fuel gas is an important energy source for daily life. Today more and more people realize the importance of environment protection, and the conception of Green GDP was promoted. As a clean energy, natural gas is getting used extensively, not only for citizen life, but also for power generating, industrial use and chemical engineering. As the demand for natural gas grows rapidly, people are building enormous pipe network to meet that demand. The transportation & distribution of the gas in such a big pipe system poses a challenge to us. Informational technology provides the way out. At present, the application of IT skill in the Pressure Regulating Station is mainly based on automatic data collection and monitoring system. It works effectively in promoting operation efficiency of the station, but ineffectively in enhancing the management level. From two independent angle – the planning of the IT system and the management, the essay bring forward an in-depth study on how to solve the management issue through IT skill. Firstly, the essay analyzes the structure of natural gas pipe net work and the traditional management manner for pressure regulating station. It also explain the reason to the high operation cot, excessive management hierarchy, overstaffed organization, complicated business process, retard transmission of information, isolated information resources, etc. And the essay suggests the solution: collected data from each station, gather and transmit it through network technology and display it in the monitoring center. In this way, the center replaces the attendant personnel to provide integrated information for the network management. People are trying to use unattended operation skill in a couple of cities in China, but only for the purpose of data collection and monitoring for the moment. Therefore, studies in this field also focused on the motoring & remote control skills. This essay draws up a plan for the building up of unattended information system in a systematic manner, and state the structure and main function of unattended system. It could serve as a reference to the gas distribution enterprises. The essay further studies the management of the pipe network from the point of business process and organizational structure. It proposes the part BPR and organizational reform based on unattended operation. The essay elaborates the technical management process and equipment management process based on unattended operation. Only by BPR and organizational reform, could the unattended management be realized. | |
