中文摘要:由于大部分的洗钱行为最终都会进入金融系统进行处置、离析或者融合, 所以洗钱仍然极大程度上在滥用金融系统,并且进一步对社会安全和经济稳定 造成危害。虽然洗钱的危害已经众所周知,然而洗钱的方式却随着经济和科技 的发展不断的更新迭代,洗钱行为更不容易被甄别和追踪。金融系统特别是商 业银行,在反洗钱的工作中承担着重要的责任和义务。 在商业银行的客户构成中,不是所有的客户都有同样洗钱的风险。商业银 行通常采取风险为本的管理方式,对有不同洗钱风险的客户进行分类跟踪。商 业银行通常在对客户进行洗钱风险的客户尽职调查之后,对客户按照风险级别 划分为低风险客户、中风险客户和高风险客户。其中高风险客户所带来的洗钱 风险通常最高。商业银行相应会针对高风险客户采取最为严格的反洗钱管控措 施,并配置更多的资源用于管理高风险客户的洗钱风险。 本文通过研究 S 银行对高风险客户的分类识别、管控、风险缓释等管理活 动,来探究 S 银行在高风险客户的反洗钱管理上的现状、存在的问题、以提出 相应的优化建议。 本文共分为五个章节。第一章介绍了本文的研究背景和意义,文献综述, 和研究思路、研究方法和创新点;第二章进行了介绍了相关概念、和相关理论 的介绍;第三章分析了 S 银行针对高风险客户所进行的反洗钱管理的现状以及 对应的问题;第四章针对前章分析出来的问题,分析可改进的方面并提出改善 措施;第五章介绍了完善建议相应的保障性措施。最后进行了研究结论的总结 和说明了此文研究的局限性,以及进行了未来展望。 本文的结论是 S 银行作为国际性银行,有着较为完善的反洗钱框架和管理, 然而对其高风险客户的反洗钱管理,仍然在实操过程中存在问题,包括:所基 于的数据质量需要进一步提高;重点高风险因素评估流程的合理性需要重新考 量;一些流程缺乏专业的工作指引;针对高风险客户进行反洗钱工作的员工的 专业性和人力资源配置有待提高;以及系统功能需进一步改善甚至革新。本文 对上述发现的具体不足提出了相应的完善建议。 
英文摘要:The negative impacts of money laundering are world widely known. Along with the evolution of money laundering methods which become with more creative, diversified, and technologically advanced, it has been raising more challenges for related parties to identify and track the money laundering. Financial institution, especially commercial bank, is still the main channel to be abused by money launder, with consequences of bringing negative impact to social security and financial and economic stability. Thus, financial institution, especially commercial bank, is still playing an important role and affording necessary liability and responsibility in Anti Money Laundering (AML). Not all clients of commercial bank expose same money laundering risk to banks. Commercial banks normally adopt Risk Based Approach to classify, control and follow the clients per different Money laundering risks to bank. Commercial banks normally will classify their clients into different risk rating after their KYC (Know Your Customer) and CDD (Customer Due Diligence) process, and the client risk rating will be low, medium and high risk. Out of all risk levels of clients, the high-risk clients normally will bring the highest money laundering risk, and commercial banks have also put most stringent AML control framework on this type of clients with more resources allocated to manage the high-risk clients. Base on S Bank’s current AML management framework for high-risk clients, from identification, record keeping, controls, risk mitigation, tracking, to escalation, this article would research S Bank’s high risk clients AML management’s strength, challenges facing, and possible improvement suggestions. The study will be carried on by five Chapters. The first Chapter introduces the background of the study and the important significance of this study, the articles which are referred in this study, the methods used in this study, and new researching aspects. The second Chapter introduces the basic AML related definitions and theories. The third Chapter is the analysis on the current status and pain points of S banks’ AML framework and operational effectiveness on its high-risk client population. The fouth II Abstract Chapter provides suggestions to help to improve the issues and the pain points identified from Chapter Three. The fifth Chapter is the supporting measures for the suggestions raised in Chapter four. In the last part, the paper also introduces the study conclusion, limitation and future study areas to be focused. It is concluded from this study and analysis that S bank has a robust AML framework and operational counter measures to prevent AML risks. While, there are still pain points during the AML operation of S bank, especially the AML controls on high-risk client population. These pain points including: the data quality for AML control needs to be improved; the reasonableness of some key assessment process is need to be reconsidered; the guidance of some key assessment needs to be established and improved; the expertise of related AML specialist for high-risk client assessment needs to be improved; the human resource for AML work on high-risk client population needs to be increased; the system function and capability needs to be innovated. In this study, related specific suggestions are raised to improve these pain points separately.
