中文摘要: | 随着中国经济的快速发展和全球化的深入推进,“实施港产城融合发展行动”作为天津市“十项行动”中的重要举措之一,天津东疆综合保税区管理委员会和天津港(集团)有限公司以天津东疆投资控股有限公司为主体,整合适港产业资源,以增资扩股的方式组建天津东疆港产城投资集团有限公司(以下简称“港产城集团”),并以此为载体助推实现“港为城用、城以港兴”的目标。港产城集团迎来前所未有的发展机遇的同时,也伴随着战略规划不清晰,制约可持续、高质量发展的问题,亟待解决。 本文以企业战略管理为研究视角,专注于港产城集团发展战略的深度剖析,首先港产城集团外部宏观政策、市场导向和微观竞争态势进行分析,采用机会和威胁的二分法,研究归纳港产城集团外部环境情况;然后对港产城集团内部资源禀赋和现阶段已具备的能力进行分析,采用优势和劣势的二分法,总结分析港产城集团内部环境情况;之后通过将港产城集团内部环境情况和外部环境情况进行对照分析,选出适合港产城集团的若干备选战略方案,并在此基础上通过定量分析,得出现阶段最适合港产城集团发展的“差异化经营战略和多元化业务发展战略相结合”的发展战略;最后将发展战略具化为具体行动,以BSC平衡计分卡和战略地图对既定发展战略进行实施路径规划,并完善组织架构与绩效考核机制、提升内部规范与风险管理能力、加强对外宣传力度与企业文化建设等保障措施,为港产城集团发展战略的有效、高效实施提供了保障。 本文在系统梳理国内外战略管理理论、港产城融合发展理论研究现状的基础上,结合风险管理、财务管理、信息化管理、人力资源管理、企业文化建设和企业品牌管理理论,对港产城集团存在的问题和下一步发展的方向进行了合理的分析和科学的解答,对港产城集团下一阶段的发展指导意义重大,以期为集团的高效运营与管理提供决策支持。同时,本研究也为其他类似港产城融合项目提供了可借鉴的理论框架与实践经验。其研究成果对理解与实践港产城融合模式下的企业战略管理具有重要的理论价值与实践意义,对政策制定者制定相应的产业政策也具有直接的参考价值。 | |
英文摘要: | With the rapid development of the Chinese economy and the deepening level of globalization, the "Implementation of Port-Industry-City Integration Development Action" is one of the important measures in Tianjin's "Ten Actions". The Administrative Commission of Tianjin Dongjiang Free Trade Port Zone and Tianjin Port (Group) Co., Ltd., using Tianjin Dongjiang Investment Holdings Co., Ltd. as the main body, integrated suitable industrial resources of the port and established Tianjin Dongjiang Port-Industry-City Investment Group Co., Ltd. (hereinafter referred to as "Port-Industry-City Group") through the share expansion, and used it as a carrier to promote the goal of "port for city use and city for port development". While Port-Industry-City Group is facing unprecedented development opportunities, it is also accompanied by unclear strategic planning and constraints on sustainable and high-quality development, which urgently need to be addressed. This paper takes enterprise strategic management as the research perspective, focusing on a deep analysis of the development strategy of the Port-Industry-City Group. Firstly, an analysis is conducted on the external situation of the Port-Industry-City Group, using a binary approach of opportunity and threat to study and summarize the external environmental situation of the Port-Industry-City Group; Then, it analyzes the internal resource endowment and current capabilities of the Port-Industry-City Group, and adopts a binary method of advantages and disadvantages to summarize and analyze the internal environment of the Port-Industry-City Group; Afterwards, by comparing and analyzing the internal and external environmental conditions of the Port-Industry-City Group, several alternative strategic plans suitable for the Port-Industry-City Group were selected. Based on this, a quantitative analysis was conducted to determine the most suitable development strategy for the Port-Industry-City Group at this stage is combination of differentiated business strategy and diversified business development strategy; Finally, the development strategy will be disintegrated into concrete actions, and the implementation path of the established development strategy will be planned using the BSC balanced scorecard and strategic map. The organizational structure and performance evaluation mechanism will be improved, internal standards and risk management capabilities will be enhanced, external publicity efforts and corporate culture construction will be strengthened, and other guarantee measures will be taken to ensure the implementation of the development strategy of the Port-Industry-City Group. On the basis of systematic research review of the strategic management theory and integrated development theory of port-industry-city, this paper combines many factors to conduct a reasonable analysis and scientific answer to the problems and next development direction of the Port-Industry-City Group. It has significant guiding for the next stage of development of the Port-Industry-City Group, in order to provide decision support for the efficient operation and management of the group. At the same time, this study also provides a theoretical framework and practical experience that can be referenced for other similar port industry city integration projects. The research results of this paper have important theoretical value and practical significance for understanding and practicing enterprise strategic management under the integrated mode of port-industry-city, and also have direct reference value for policy makers to formulate corresponding industrial policies. | |
