中文摘要：	许多公益项目发起的初衷更多是从感性出发，但理性的思考和工作手法专业性的结合，才能让项目获得持续造血和发展。一个公益项目存在的唯一目的在于社会问题的解决，如果纯粹的将感性认知支撑公益慈善行为，这并不是有效公益的体现。 事实孤儿，正式名称为“事实无人抚养儿童”，指父母没有双亡、但家庭没有能力或没有意愿抚养的儿童。海南成美慈善基金会于2014年发起“爱助事实孤儿”项目，通过爱助成长、阳光亲人、爱助梦想和远航基金共四大板块的资助及服务活动，为事实孤儿提供关爱和帮助，以支持他们的健康成长。在我国儿童福利政策不断完善的进程中，“爱助事实孤儿”项目同步作了思考和调整，但回顾十年的项目运作情况来看，产出结果似乎与当初制定的目标存在一些距离。项目目标较为模糊、未能匹配合适的干预活动内容、开展陪伴服务时未按计划挑选拟服务的对象等等，这些问题出现的原因主要是因为该项目没有紧密建立目标方向与干预活动的因果关系，即项目以往的干预活动并不一定支撑所制定目标的达成。 本研究阐述了爱助事实孤儿项目已有的运营模式和实施情况，基于循证实践理念来分析和反馈项目成效，结合变革理论在国内外公益服务领域的研究与应用经验，应用变革理论工具来为爱助事实孤儿项目进行优化设计，进而为爱助事实孤儿项目的有效实施提供支持。对项目以往实施成效的梳理，找出项目面临的问题，并与项目利益相关者一起对项目背景环境的变化趋势进行分析，找出项目中的关键假设，重新梳理和建立项目干预路径，通过干预措施的完善来实现项目社会效益的最大化，让更多事实孤儿能够最终受益和健康成长。 本文通过爱助事实孤儿项目变革理论框架的构建，明确爱助事实孤儿项目的目标路径，对项目以往的假设和干预方案进行验证和更新，呈现出可视化的因果路径，以达到项目设计优化和保障实践效果的目的。对于公益实践者来说，变革理论、循证实践、PDCA循环等理论工具的合理应用能助推公益项目的可持续发展，但目前针对这些理论工具的研究案例和实践案例还很少，希望本研究对公益同行在项目管理及发展方面能起到一定的借鉴意义，也期待今后能有更多的研究者与实践者进行相关研究和实践应用，助力公益慈善事业的健康发展。
英文摘要：	Many public welfare projects are initiated from the emotional perspective, but only through the combination of rational thinking and professional working methods can they achieve sustainable development. The sole purpose of a public welfare project is to solve social problems. If the public welfare charity is purely supported by emotional cognition, it is not an effective manifestation of public welfare. Factual orphans, formally known as "factual children without a guardian", refer to children whose parents are not dead, but whose families are unable or unwilling to raise them. Hainan Chengmei Charity Foundation launched the "Love De Facto Orphans" project in 2014. Through four major funding and service activities, namely Love and Help Growth, Sunshine Family, Love and Help Dream and Sailing Fund, the project provides care and help for the factual orphans to support their healthy growth. In the process of improving China's child welfare policy, the "Love De Facto Orphans" project has made reflections and adjustments simultaneously. However, looking back on the operation of the project over the past decade, the output results seem to be some distance from the original goal. The project objectives are relatively vague, the intervention activities are not suitable, and the objects of the companion service are not selected as planned. The main reason for these problems is that the project does not closely establish the causal relationship between the target direction and the intervention activities, that is, the previous intervention activities of the project do not necessarily support the achievement of the set goals. This study expounds the existing operation mode and implementation of the "Love De Facto Orphans" project, analyzes and feedbacks the project effectiveness based on the evidence-based practice concept, combines the research and application experience of the Theory of Change in the field of public service at home and abroad, and applies the Theory of Change tools to optimize the design of the "Love De Facto Orphans" project, so as to provide support for the effective implementation of the "Love De Facto Orphans" project. The previous implementation results of the project are sorted out to find out the problems faced by the project, and the changing trend of the project background environment is analyzed with the project stakeholders to find out the key hypotheses in the project, and the project intervention path is re-sorted and established. Through the improvement of the intervention measures, the social benefits of the project are maximized, so that more Factual Orphans can finally benefit and grow up healthily. Through the construction of the Theory of Change of the "Love De Facto Orphans" project, this paper clarifies the target path of the "Love De Facto Orphans" project, verifies and updates the previous assumptions and intervention plans of the project, presents a visual causal path, and generally achieves the purpose of optimizing the project design and ensuring the practice effect. For public welfare practitioners, the reasonable application of theoretical tools such as Theory of Change, Evidence-Based Practice and PDCA Cycle can boost the sustainable development of public welfare projects. However, there are few research cases and practical cases for these theoretical tools at present. It is hoped that this study can play a certain reference significance for the peers in the field of project management and development, and we also hope that more researchers and practitioners can carry out relevant research and practical application in the future, so as to help the healthy development of public welfare and charity.
