| 中文摘要: | 随着我国能源结构改革的推进,企业的经营管理需要面对更高的标准,一方面是资源配置效率的提高,一方面是经济结构的调整等政策变化。公用事业领域的国有企业,对于能源保供的任务是永恒不变的首要关键,但在新形势下,市场化的行业方向为众多能源企业带来机遇和挑战。 TG燃气公司作为区域内经营三十多年的燃气供应企业,扎根经开区,一直为经开区的能源供应贡献着重要力量,对区域经济发展提供了能源保障,近些年又在政府的帮助下引入了新的战略投资者,完成了国有企业的混合所有制改革,这对于正处于市场化环境变革中的TG燃气公司无疑是正确的决策,借助股东方资源也使得TG燃气公司的经营得到了较好的改善,有了一定的盈利。然而,多年的发展中企业积累了许多问题,叠加市场环境严峻的竞争威胁,对于公司的发展战略需逐步优化以适应变化的外部环境。本文通过对TG燃气公司的内外部环境分析,通过专家访谈、问卷调研、企业资料,结合公司现状分析列举存在的问题,并进一步找出相关问题的原因。运用战略管理的理论知识与模型,从多角度出发,进行内外部关键因素矩阵评价,通过SWOT矩阵列举备选战略组合,再结合定量战略计划矩阵对各备选战略进行量化评分,选取出最适合TG燃气公司的多元化战略优化方向。随后从延伸当前的供应主业、深入发展增值业务、布局多种综合能源新领域三个角度详细阐述TG燃气公司发展战略的具体实施策略。 最后,本文针对上述方案的实施提出多角度的保障措施,包含政策保障、运营保障、组织保障这三个方面,以确保TG燃气公司的发展战略优化得以落地顺利实施。本研究的探讨对TG燃气公司的发展战略优化具有一定的借鉴意义。 | |
| 英文摘要: | With the promotion of China's energy structure reform, the operation and management of enterprises need to face higher standards, on the one hand, the improvement of resource allocation efficiency, on the other hand, the adjustment of economic structure and other policy changes. State-owned enterprises in the field of public utilities are the primary key to the eternal task of energy supply, but in the new situation, the market-oriented industry direction has brought opportunities and challenges to many energy enterprises. As a gas supply enterprise that has been operating in the region for more than 30 years, TG Gas Company has rooted itself in the Economic Development Zone and has been contributing important strength to the energy supply of the zone, providing energy security for regional economic development. In recent years, with the help of the government, it has introduced new strategic investors and completed the mixed ownership reform of state-owned enterprises. This is undoubtedly the right decision for TG Gas Company, which is currently undergoing market-oriented environmental changes. With the help of shareholder resources, TG Gas Company's operations have also been improved to a certain extent, and it has achieved certain profits. However, over the years of development, enterprises have accumulated many problems, coupled with severe competitive threats in the market environment, which require the gradual optimization of the company's development strategy to adapt to the changing external environment. This article analyzes the internal and external environment of TG Gas Company, and lists the existing problems through expert interviews, questionnaire surveys, and enterprise information, combined with the analysis of the company's current situation, and further identifies the reasons for the relevant problems. Using theoretical knowledge and models of strategic management, evaluate internal and external key factor matrices from multiple perspectives, list alternative strategic combinations through SWOT matrix, and then quantitatively score each alternative strategy using quantitative strategic planning matrix to select the most suitable diversified strategic optimization direction for TG Gas Company. Subsequently, the specific implementation strategies of TG Gas Company's development strategy will be elaborated from three perspectives: extending the current supply main business, deepening the development of value-added services, and laying out various comprehensive energy new fields. Finally, this paper proposes multi-angle safeguard measures for the implementation of the above plan, including policy guarantee, operation guarantee and organizational guarantee, so as to ensure the smooth implementation of the development strategy optimization of TG Gas Company. The discussion of this study has certain reference significance for the development strategy optimization of TG Gas Company. | |
