中文摘要:继党的十九大之后,党的二十大报告再次强调:坚持房子是用来住的、不是用来炒的定位,加快建立多主体供给、多渠道保障、租购并举的住房制度。作为我国住房保障体系的重要组成部分,住房公积金制度自上世纪九十年代初建立以来,对于推进我国住房体制改革、解决城镇居民住房问题起到了重要的支持作用。经过三十余年的探索发展,住房公积金制度更加完善,运行更加顺畅,资金规模不断扩大。截至2023年末,全国住房公积金缴存余额突破10万亿元。然而,由于实行属地化管理,因地区经济发展水平及管理机构资金管理能力不同等因素,各地住房公积金资金运用率差异较大。随着经济社会的不断发展,人们对于住房公积金制度的运行效果提出了更高的要求。 本文以T市住房公积金管理中心为研究对象,围绕其资金管理能力表现对促进公积金制度运行发展的作用效果,以住房公积金各类业务运行及财务表现的具体数据为依托,结合经济市场和国家政策变化情况,深入挖掘其在筹资能力、使用效率、增值能力、风险管理等资金管理各个方面存在的问题,发现其存在扩面成果未能有效转化为缴存额增长、部分缴存单位不规范缴存、筹资渠道单一、资金使用效率不高、资金增值收益率较低、贷款风险管理水平不足等问题。在深入剖析问题原因的基础上,提出完善缴存扩面指标考核、以数据互联互通促进规范缴存、通过资产证券化丰富筹资渠道、建立资金使用效率监测机制、加强套取业务审核管控、优化贷存比结构、加强贷款风险防控等改进建议。本文立足实际,从住房公积金管理运作机构的视角出发,重点探讨T市住房公积金管理中心在资金管理方面存在的问题,基于对各类资金业务运行情况的深入了解,针对管理方面的缺陷提出可行性较强的改进建议,希望能对T市及其他城市住房公积金管理中心起到参考作用,提升住房公积金资金管理水平。 
英文摘要:Following the 19th National Congress of the Communist Party of China, the report of the 20th National Congress of the Communist Party of China once again emphasized that we should adhere to the principle that housing is for living in and not for speculation and that we will move faster to build a housing system featuring multiple suppliers and various channels of support that encourages both housing rentals and purchases. As an important part of China's housing support system, the housing provident fund system has played an important supporting role in promoting the reform of China's housing system and solving the housing problem of urban residents since its establishment in the early 1990s. After more than 30 years of exploration and development, the housing provident fund system has been improved and operated more smoothly, while the scale of funds has been expanding. By the end of 2023, the balance of the national housing provident fund has exceeded 10 trillion yuan. However, the housing provident fund is managed locally. Due to the different levels of regional economic development and the different fund management capabilities of management institutions, the utilization rate of housing provident fund varies greatly in various cities or regions. With the continuous development of the economy and society, people have put forward higher requirements for the operation effect of the housing provident fund system. This paper takes T Housing Provident Fund Management Center as the research object and focuses on the effect of its fund management performance on promoting the operation and development of the housing provident fund system. Based on the specific data of the fund business and financial performance, and referring to the changes in the economic market and national policies, this paper digs deep into the problems existing in various aspects of fund management, such as fund-raising ability, use efficiency, value-added ability, and risk management, and finds that there are some problems such as the failure to effectively translate the results of expansion into the growth of deposits, the non-standard deposit of some depositors, the single financing channel, the low efficiency of fund use, the low rate of return on fund value-added, and the insufficient level of loan risk management. On the basis of in-depth analysis of the causes of the problems, some suggestions are put forward, such as improving the assessment of deposit expansion indicators, promoting standardized deposit through data interconnection, enriching financing channels through asset securitization, establishing a monitoring mechanism for the efficiency of fund use, strengthening the audit and control of arbitrage, optimizing the structure of loans and deposits, and strengthening the prevention and control of loan risks. Based on the actual situation and from the perspective of the housing provident fund management and operation agency, this paper focuses on the problems existing in the fund management of T Housing Provident Fund Management Center, and puts forward some feasible improvement suggestions for the deficiencies in management based on the in-depth understanding of the operation of various businesses, hoping to play a reference role in T Housing Provident Fund Management Center and other centers and improve the fund management level of housing provident fund system.
