中文摘要：	随着我国进入新的发展阶段，全国城投公司呈现出“产业化”、“资本化”、“数字化”的发展趋势，城投公司的工作重点从关注项目建设开发方面转向关注城市运营、资本运营方向。2021年A市政府将A城投集团定位为国有资本投资公司，基于此，A城投集团积极策划符合A市产业发展的经营性投资项目，通过市场化转型发展，提高经营效益，实现债务化解。在转型发展初期，公司亟需建立有效的投资项目风险管理体系，全面系统地掌握风险管理技术，把握整个项目发展过程中各个阶段可能出现的不确定因素，使项目得以按计划进行，有侧重地做好分析与处理，及时提出风险防范措施，将经营性投资项目风险控制到最低限度，实现投资目标并发挥出最大的投资效益。 本文首先阐述了A城投集团的投资现状及投资项目管理情况，接下来介绍智慧农业产业园的项目背景、预算及风险管理现状，进而按照风险识别、评估、应对、监控四个阶段分析了该项目风险管理存在的问题，并提出A城投集团智慧农业产业园投资项目风险管理改进措施。在风险识别阶段，通过WBS-RBS矩阵法，识别了项目4个阶段共31项风险，进而通过专家调查法筛选出12项关键风险。在风险评估阶段，采用层次分析法与模糊综合评价法结合的方式，量化12项关键风险的影响程度。在风险应对阶段，对评估结果为中等及以上的关键风险制定风险应对改进措施。在风险监控阶段，分别从监控方式、监控内容及监控评价三个层面进行优化，全面系统地提升了A城投集团智慧农业产业园投资项目的风险管理水平。 通过本文研究，以A城投集团实施的智慧农业产业园投资项目为案例，全面识别该投资项目风险管理存在的问题并提出改进措施，在风险管理方面提供一个较为清晰的思路和实际运用的方法，对A城投集团同类经营性投资项目的风险管理有较好的参考价值，有助于A城投集团建立更完善的投资项目风险管理体系，同时对行业内其他城投公司经营性投资项目风险管理存在借鉴意义。
英文摘要：	As China enters a new stage of development, the national urban investment companies have shown a development trend of "industrialization", "capitalization" and "digitalization", and the focus of urban investment companies has shifted from focusing on project construction and development to focusing on urban operation and capital operation. In 2021, the municipal government of A positioned A urban investment group as a state-owned capital investment company, and based on this, A urban investment group actively planned operational investment projects in line with the industrial development of A, and improved operating efficiency and debt resolution through market-oriented transformation and development. In the early stage of transformation and development, the company urgently needs to establish an effective risk management system for investment projects, comprehensively and systematically master risk management techniques, and grasp the uncertainties that may arise at all stages of the entire project development process, so that the project can be carried out as planned, analyze and deal with it in a focused manner, and put forward risk prevention measures in a timely manner, so as to control the risks of operating investment projects to a minimum, achieve investment objectives and maximize investment benefits. This paper first expounds the investment status and investment project management of A urban investment group, then introduces the project background, budget and risk management status of the smart agriculture industrial park, and then analyzes the problems existing in the risk management of the project according to the four stages of risk identification, assessment, response and monitoring, and proposes the improvement measures for the risk management of the investment project of the smart agriculture industrial park of A urban investment group. In the risk identification stage, a total of 31 risks in 4 stages of the project were identified through the WBS-RBS matrix method, and then 12 key risks were screened out through the expert investigation method. In the risk assessment stage, the combination of analytic hierarchy process and fuzzy comprehensive evaluation method was used to quantify the impact of 12 key risks. In the risk response phase, risk response improvement measures are formulated for key risks with assessment results of medium or above. In the risk monitoring stage, the risk management level of the investment project of A Urban Investment Group's smart agriculture industrial park was comprehensively and systematically improved from the three levels of monitoring method, monitoring content and monitoring evaluation. Based on this paper, taking the smart agriculture industrial park investment project implemented by Urban Investment Group A as a case, this paper comprehensively identifies the problems existing in the risk management of the investment project and proposes improvement measures, which provides a clearer idea and practical application method in terms of risk management, which has a good reference value for the risk management of similar operating investment projects of Urban Investment Group, and helps Urban Investment Group A to establish a more complete risk management system for investment projects. At the same time, it has reference significance for the risk management of operating investment projects of other urban investment companies in the industry.
