| 中文摘要: | 城市区域基础设施建设是一项系统工程,涵盖基础设施的多个行业,包括征地、填土、道路、排水、绿化、给水、电力、燃气、热力、污水、公交、有限电视、通讯等十多种专业设施,以及学校、医院、消防等公共设施。城市区域性开发在我国很多地区和城市大量开展,既包括各种开发区、保税区、科技园区,也包括较大规模的城市综合性房地产开发。城市区域基础设施建设项目作为区域开发的基础,对区域开发的成败起着非常重要的作用。 城市区域基础设施建设项目开发建设规模大,周期长,需要高度统筹、系统安排,是一个综合性的多项目管理系统。多年来,天津开发区、苏州工业园等先进区域在城市区域基础设施建设方面积累了丰富的经验和教训,其组织结构设计具有较高的水平,具有较高的应用与推广价值。在城市区域基础设施建设中,对影响城市区域基础设施建设的要素进行分析,合理确定发展战略,研究投资体制和经营模式,运用科学的项目管理理论,制定科学的项目管理控制体系,确定科学的项目组织结构,是保证区域基础设施建设项目高水平、高标准、高速度建设的关键。 目前滨海新区确定了行政区加功能区的发展思路,迫切要求各功能区加快区域基础设施建设的速度,提高基础设施的质量。组织结构是基础设施建设实施的支撑,因此,研究分析城市区域基础设施建设项目组织结构的设计方法,对于滨海新区的开发开放建设,对于中国城市区域开发项目的基础设施建设项目管理具有重要的意义。 本文以中新生态城基础设施建设项目组织结构设计作为典型案例,在项目确定初期,即按照现代项目管理理论,认真分析项目的外部与内部环境,合理确定发展战略,探究确定基础设施投资经营模式,设计项目控制与协调机制,确定了科学的项目组织结构,对中新生态城基础设施建设项目的开发建设起到了十分积极的作用。 | |
| 英文摘要: | The construction of infrastructure in urban areas is a systematic project,covering a number of infrastructure fields,including landing,filling,roads,drainage,planting,water supply,electricity,gas,heat,sewage,public transportation,cable TV,communications and so on,involving more than ten kinds of professional facilities,as well as schools,hospitals,fire-engines and other public facilities.Urban regional development is carrying out in many cities and areas in China, not only include various kinds of development zones, free-trade zone, science and technology zones, but also includes large-scale urban real estate developments. The construction of infrastructure in urban areas is the base of urban regional development, and also very important to the success or failure of regional development. Urban regional infrastructure projects development have characters of large scale, long cycle and it require a high degree of co-ordination and arrangement, which is a comprehensive multi-project management system. Over the years, The Tianjin Economical Development Area, Suzhou Industrial Area and other advanced areas of infrastructure construction in urban areas have accumulated rich experiences and lessons, and its organizational structure is with a high-level design, with the application and expend of higher value. In urban infrastructure construction of the region, to analyze the elements affecting the construction of infrastructure in urban areas; to determine a reasonable development strategies, to do research for the institutions and business model of investment; to use the scientific theory in project management; to make scientific management control system; to determine the scientific organizational structure of the project,; which is to ensure the key of infrastructure projects of regional high-level, high standards, high-speed construction. At present, Binhai New Area determines the development ideas of Administrative Region and Functional areas. An urgent requirement for the various Functional areas is speed up the pace of regional infrastructure and improve the quality of infrastructure. The organizational structure is the support of infrastructure. therefore, the study analysis of urban infrastructure projects’ regional organizational structure has a great significance for the development and opening up of Tianjin Binhai New Area and for the construction management of China's regional development projects in urban infrastructure construction project. This paper takes the organizational structure of the eco-city infrastructure construction project as a typical case, at the initial stage of project identification, that is, according to management theory of the modern project, to analyze the project's external and internal environment carefully,to determine the reasonable development strategies,to explore and determine the investment management modes of infrastructure,to design project control and coordination mechanism,determine the scientific project and organizational structure,which has played a very active role for the eco-city infrastructure development and construction of the project. | |
