中文摘要:2023年11月1日,金融监管总局发布了新资本管理办法,即《商业银行资本管理办法》(以下简称《办法》),本《办法》是对现有商业银行资本监管政策的调整与补充,核心思想是持续推动商业银行的风险管理水平,能够更有效的抵御潜在的风险,从而提升我国金融服务的水平。《办法》目的是构建具有中国特色的差异化资本监管体系,修订重构第一支柱下风险加权资产计量规则,完善调整第二支柱监督检查规定,全面提升第三支柱信息披露标准和内容。《办法》由正文和25个附件组成,共计约35万字。正文重点突出了监管的总体性、原则性和制度性要求。附件是对正文的具体细化,以系统化的规定规范了计量规则、技术标准、监管措施、信息披露等内容。 《办法》将于2024年1月1日起正式实施,按照商业银行调整后表内外资产余额、境外债务债权余额规模,将商业银行分为三档,针对不同体量、不同业务风格的银行,采用不同的监管要求,并设置了过渡期。 伴随国内互联网金融的飞速兴起、年轻客户群体消费习惯的转变以及银行利率市场化步伐的加快,国内一批互联网银行及直销银行孕育而生。B银行作为国内成立的第一批互联网银行,经过数年的发展,无论是战略定位、业务模式、目标客户还是资产负债结构均与传统银行产生了一定差异。《办法》将互联网银行普遍定义为第二档商业银行,本文通过研究《办法》对B银行的信贷管理的影响,通过问卷调查和访谈的形式,提炼总结出了B银行目前信贷管理中出现的问题,并对问题成因做了相应的分析。本文指出B银行循环授信贷款占比过高、授信管理精细化不足、贷款承诺类数据的准确性难以保证、贷款承诺管理的矛盾较为集中四类问题,从而提出了调整贷款结构及授信方式、加强授信管理建设、推动贷款承诺的数据治理、制定贷款承诺管理规范四方面优化建议。通过以上优化方式,可有助于B银行在实施《办法》后能够快速做出应对,确保长期的可持续发展,同时也对其他的互联网银行具有一定的借鉴作用。  
英文摘要:To implement the spirit of the central financial work conference and to comprehensively strengthen financial regulation, on November 1, 2023, the Financial Regulatory Administration’s official website released the “Commercial Bank Capital Management Measures” (hereinafter referred to as the “Measures”), further improving the capital supervision rules for commercial banks, promoting banks to enhance their risk management levels, and improving the quality and efficiency of serving the real economy. The “Measures” focus on building a differentiated capital supervision system, revising and restructuring the rules for measuring risk-weighted assets under the first pillar, improving and adjusting the supervision and inspection provisions under the second pillar, and comprehensively upgrading the standards and content of information disclosure under the third pillar. The “Measures” consist of a main text and 25 annexes, totaling approximately 350,000 words. The main text emphasizes overall, principle-based, and institutional requirements. The annexes detail the requirements of the main text, specifying the specific measurement rules, technical standards, regulatory measures, and content of information disclosure. The “Measures” will officially come into effect on January 1, 2024. Based on the adjusted on- and off-balance sheet asset balances and the scale of foreign debt and credit of commercial banks, commercial banks are divided into three categories. Different regulatory requirements are applied to banks of different sizes and with different business styles, and a transition period has been set. With the rapid rise of domestic internet finance, the change in consumption habits of the young customer group, and the acceleration of the marketization of bank interest rates, a number of internet banks and direct sales banks have emerged in the country. As one of the first batch of internet banks established in China, Bank B has developed over the years, showing certain differences from traditional banks in terms of strategic positioning, business model, target customers, and asset-liability structure. The “Measures” generally define internet banks as second-tier commercial banks. This article studies the impact of the “Measures” on the credit management of Bank B. Through questionnaires and interviews, it summarizes the current problems in Bank B’s credit management and analyzes the causes of these problems. The article points out four main issues: a high proportion of revolving credit loans, insufficient refinement in credit management, difficulty in ensuring the accuracy of loan commitment data, and concentrated contradictions in loan commitment management. It then proposes four optimization suggestions: adjusting the loan structure and credit methods, strengthening the construction of credit management, promoting data governance for loan commitments, and formulating management standards for loan commitments. These optimization methods can help Bank B respond quickly after the implementation of the “Measures,” ensuring long-term sustainable development, and also serve as a reference for other Internet banks.
