中文摘要：	摘要 随着工业技术的日益发展，企业依靠日常运营的方法来获得价值的方式已经逐步被以创新和变革为特性的项目管理活动所代替，创新日益成为促进经济增长和提高核心竞争力的关键。尽管我国企业的创新能力已取得了较大的进展，但在企业创新活动的组织管理上仍有待改进。 中国经济的飞速发展，使企业间的竞争更加激烈，要想在竞争中立于不败之地，企业加强自身的文化建设就显得至关重要。本文从理论方面论述了企业文化的科学涵义及其核心，并重点结合实践论述了国有企业项目导向型企业文化建设的关键问题，突出强调了“以人为本”是企业文化建设的立足点，指出创新型企业文化建设的重要性。 国有企业改革是我国经济体制改革的中心环节，本文通过对国有企业项目导向型企业文化内涵和本质的探讨，对国有企业目前企业文化建设所面临的现状进行了分析，详细阐述了存在的问题，并在此基础上提出了国有企业加强企业文化建设的应对措施。提出构建项目导向型企业文化是国有企业适应市场经济及日趋激烈的国际竞争环境的必然选择，也是对传统企业文化的重大变革。提出树立以人为本的企业管理理念、提倡创新精神及树立新型人才观等一系列构建项目导向型企业文化的建议。 本文运用比较分析方法、文献研究法和案例研究法等多种方法进行研究。这些研究方法的综合应用保证了研究的质量。 关键词：项目管理　国有企业 项目导向型企业 企业文化
英文摘要：	Abstract With the development of industrial technology, project management takes the place of operation management in a lot of organizations. Innovation is the key of the promotion of economic development and the core competitiveness. Even though the innovative capability of Chinese enterprises has been made more progress, but there are still room for improvement in the enterprise organization and management of innovation. With the rapid development of China’s economy．the competition between enterprises becomes more and more fierce．In order to remain their invincible position，it is important for enterprises to strengthen their own cultural construction．This paper discussed the scientific meaning end its key of enterprise culture on the theoretical side，discussed the key problem of the enterprise culture construction of state-owned project-oriented enterprise combing practice，and stressed that “human-oriented” is the foothold of enterprise culture construction，pointed out the importance of innovative enterprise culture construction． The reform of the state-owned enterprises is the key link to the reform of the economic system in China. Proving into the connotation and basic characters of state-owned project-oriented culture of enterprise and pointing out building project-oriented culture is inevitable choice of suiting the market economy and keen international competition circumstances day by day and being a significant change to the traditional culture of enterprise. Analyzing the situation and existing problems that enterprise culture of the state-owned companies faced and the methods of constructing enterprise culture of state-owned enterprise were put forward on the basis of it. Putting forward a series of suggestions to build project-oriented culture of enterprise, such as setting up the business management sense of taking man for the fundamentals, advocating the spirit of making innovations and setting up new viewpoints of talents and so on. Many kinds of research methods including literature analysis, comparative study, and case study have been employed. These methods ensure the quality of this research.
