中文摘要:至2023年年底,我国长输油气管道总里程约18万公里。管道在运行过程中容易遭受腐蚀、变形以及地质灾害等影响,对油气的安全输送构成了严重威胁。管道内检测作为解决这些问题最直接和有效的技术手段,具有广阔的市场前景。近年来大量企业涌入管道内检测行业。随着行业竞争加剧,各管道运营公司也不断降低内检测项目预算。内检测企业要实现持续盈利并在激烈的市场竞争中立足,必须采取精细化运营策略,优化成本管理。 基于这一行业背景,本文对国内外精益管理与项目成本管理的相关文献进行了系统研究与整理,并以P公司内检测技术服务项目为案例,深入探讨了精益管理在成本管理中的应用。本文首先对P公司当前项目管理现状进行分析,内容涵盖其组织架构、项目流程以及成本管理的实际情况。分析发现,P公司在内检测项目中的现场项目执行、物料管理、数据分析等环节的成本控制方面存在诸多问题,导致运营效率不高、浪费严重。 为解决以上问题,本文运用精益管理的相关工具和方法,对P公司内检测技术服务项目的成本管理进行了优化研究。通过对项目流程进行梳理,提出了针对不同环节的优化方案,以消除浪费、降低成本。例如,针对现场运行人工成本居高高不下的问题,使用SIPOC模型优化作业流程;针对物料成本,用精益方法提高高成本核心配件稳定性,减少消耗;针对数据分析环节,利用现场改善方法缩短出具报告的时间。各环节的改进措施均以精益管理的核心理念为基础,旨在减少浪费并提升运营效率。 此外,本文还从公司项目组织架构、人才培养、绩效管理、沟通管理等多个方面,提出了保障措施,以确保优化方案的有效实施。 通过本研究,P公司内检测技术服务项目的全流程得到了系统梳理,识别并改善项目中存在的浪费,显著降低了项目成本。本文为P公司乃至其他类似企业提供了切实可行的成本管理优化思路,对提高企业竞争力提供了一定的参考。  
英文摘要:By the end of 2023, the total length of long-distance oil and gas pipelines in China reached approximately 180,000 kilometers. During operation, pipelines are prone to issues such as corrosion, deformation, and geological hazards, posing serious threats to the safe transportation of oil and gas. As one of the most direct and effective solutions to these challenges, in-line pipeline inspection holds significant market potential. In recent years, numerous companies have entered the pipeline inspection industry. With growing competition, pipeline operators are continually reducing budgets for inspection projects. For inspection companies to achieve sustained profitability and maintain a competitive edge, they must adopt refined operational strategies and optimize cost management. Against this industry backdrop, this paper systematically reviews relevant literature on lean management and project cost management, both domestically and internationally. Taking the in-line inspection service projects of Company P as a case study, this study explores the application of lean management in cost management. First, the paper analyzes the current state of project management at Company P, including its organizational structure, project processes, and existing cost management practices. The analysis reveals numerous issues in cost control across various aspects of Company P’s in-line inspection projects, such as on-site project execution, material management, and data analysis, resulting in low operational efficiency and significant waste. To address these issues, this paper employs lean management tools and methodologies to optimize the cost management of Company P's in-line inspection service projects. By reviewing project processes, we propose targeted optimization strategies for different stages to reduce waste and lower costs. For instance, to address high labor costs in on-site operations, the SIPOC model was used to streamline workflows. For material costs, lean methods were applied to enhance the stability of high-cost core components and reduce consumption. For the data analysis phase, on-site improvement techniques were implemented to shorten the report preparation time. Each improvement measure is grounded in the core principles of lean management, aiming to minimize waste and enhance operational efficiency. Additionally, the paper proposes support measures across multiple areas, including project organizational structure, talent development, performance management, and communication management, to ensure the effective implementation of these optimizations. Through this study, the entire workflow of Company P's in-line inspection service projects was systematically reviewed, identifying and addressing inefficiencies to significantly reduce project costs. This research provides practical cost management optimization strategies for Company P and similar companies, offering valuable insights to enhance their competitiveness.
