中文摘要:我国招投标体系于近年来持续完善,政府、公共事业、企业等各类采购方进行招标采购的范围也随之不断扩大。与之同步的是,我国信息化行业正在高速发展,导致通过招投标方式采购的信息化业务规模不断扩大,各厂商的竞争亦非常激烈。因此,如何建立一套可以有效适应市场发展趋势,并适合企业自身发展目标的项目投标管理模式,是各信息化企业必须面对的问题。 将L公司作为研究对象,通过数据分析、调查研究、文献查阅对L公司现有投标问题进行分析。原有L公司的投标工作主要偏向于单个项目招标过程规范,存在整体目标不清、评价手段缺失、过程管理不足、缺乏持续提升手段等问题。 鉴于L公司现有投标管理问题,将L公司的投标管理从单一项目的单一阶段管理提升为整体公司的经营性管理。通过PDCA质量管理方法设计了一套适应L公司信息化项目投标的管理方法。采用公开市场份额数据及利润导向,设立了整体管理的目标、过程监控指标。通过招投标经营目标的导向、全生命周期的投标实施管理,加强过程管控和结果应用、经验总结与优化改进措施四大管理举措,为L公司更好的适应采购市场的变化提供了一套可执行的管理方法,并按照相应方法组织实施。 最后,通过本管理方法的使用,将L公司招投标管理与经营目标相统一,可有效提升了L公司在信息化招投标领域的竞争力。 
英文摘要:In recent years, China's bidding and tendering system is getting improved, and the scale of bidding and procurement of various purchasers such as government, public sector, and enterprises has been expanding. Meanwhile, IT industry in China is still under rapid development, with the scale of IT business with procurement by means of bidding and tendering continuously expanding, leading to intense competition among vendors. Accordingly, it has become a crucial issue for IT companies to consider how to establish a project bidding and tendering management model corresponding to market trends and aligns coping with the development goals of individual enterprises. This thesis takes Company L as the research object and intends to study its existing bidding issues through data analysis, surveys, and literature review. Company L originally favored the specification of the bidding process of a single project, with the existence of multiple problems such as unclear overall objectives, missing evaluation means, insufficient process management, and lack of continuous improvement means. Considering these problems, Company L upgrades bidding management mode from single-stage management of a single project transforming into the operational management of the whole company. Company L has designed a set of management methods adaptable to its specific bidding for IT projects through the PDCA quality management method. On the fundament of the public market share data and profit orientation, Company L set up the objectives and process monitoring indicators for overall management. Through the four major management initiatives consisting of the orientation of bidding business objectives, the bidding implementation management of the whole life cycle, the strengthening of process control and result application, and the summary of experience and optimization of improvement measures, Company L can efficiently react to the changes in the procurement market. Finally, through this new management mode, the bidding management of Company L is unified with the business objectives, which can effectively enhance the competitiveness of Company L in the field of information technology bidding.
