中文摘要:自从2011年《关于分类推进事业单位改革的指导意见》实行后,基于政策的规定,天津市的众多设计院于2019年之后纷纷完成全面向企业转型。转企之后,各大设计院将在市场中充分竞争,进行公开招投标。然而,目前很多设计院在投标报价管理中存在报价不合理、中标率不高等相关问题亟待解决。 本文以天津市的设计院——X公司为研究对象,在市场招投标的项目管理理论研究基础上进行市政规划工程投标报价管理,确保投标工作的高效率和高质量,以促进X公司自身运营与发展。本文首先运用文献研究法、专家打分法、模糊层次分析法,全面分析投标报价管理出现的问题,指出X公司存在的内部问题、投标市场存在的问题、政策调整引发的问题。在此基础上,依据X公司自身框架和如今大环境等多个因素并结合X公司战略目标和未来发展方向,提出了投标报价管理流程的优化措施、投标报价价格制定的优化措施、投标组织机构的优化建议、投标报价管理的保障措施。上述措施可在全公司推广,将有利于实现X公司的战略目标,提升公司的经济效益。 在市场和制度发生转变的大背景下,企业的转变不可避免,本研究利用了投标报价相关的数据构建了量化的指标体系分析存在的问题,最终得到专业性较强,具备可实施性的结论。因此,X公司的案例为其他类似企业有关市政规划工程投标报价管理的发展提供了宝贵的经验。图8幅,表7个,参考文献36篇。 关键词:投标报价管理;市政规划;工程管理;评估体系  
英文摘要:Since the implementation of the "Guiding Opinions on Classifying and Promoting the Reform of Public Institutions" in 2011, due to policy requirements, many design institutes in Tianjin have completed the comprehensive transformation to enterprises one after another after 2019. After the transformation into enterprises, major design institutes will fully compete in the market and conduct public bidding. However, at present, many design institutes have problems such as unreasonable bidding prices and low winning rates in bidding price management. This thesis takes company X, a design institute in Tianjin, as the research object, and investigates bidding price management for municipal planning projects on the basis of theoretical research on project management in market bidding, with the aim to ensure high efficiency and high quality of bidding tasks and promote the operation and development of company X. Firstly, this thesis uses literature research method, expert scoring method, and fuzzy analytic hierarchy process to comprehensively analyze the problems in bidding price management and points out the internal problems, the problems in the bidding market, and the problems caused by policy adjustments for company X. On this basis, according to multiple factors such as company X's own framework, the current general environment, as well as company X's strategic goals and future development directions, this thesis proposes optimization measures for the bidding price management process, optimization measures for bidding price formulation, optimization suggestions for the bidding organization, and guarantee measures for bidding price management. These measures can be promoted throughout the company, which is conducive to the realization of company X's strategic objectives and the improvement of the company's economic benefits. Under the background of changes in the market and system, the transformation of enterprises is inevitable. This study uses relevant data on bidding prices to construct a quantitative index system to analyze existing problems and finally obtains professional and implementable conclusions. Therefore, the case of company X provides valuable experience for the development of bidding price management for municipal planning projects of other similar enterprises.
