中文摘要:随着经济发展的加深以及全球市场的不断融合,城市商业银行快速发展,已逐渐成为我国金融体系以及国民经济不可忽视的力量,随着其规模的日益庞大,其信贷资产的安全性也越来越重要。银行的主要经营风险在于信用风险,其出现会直接对银行的资产质量及经营效益产生负面影响。有效规避信用风险,始终是银行业面临的核心课题,对于维护银行的稳健运营至关重要。根据2023年末监管机构公布数据显示,城市商业银行信贷不良率远高于全国银行业机构平均水平,如何做好信用风险管理工作,有效降低信用风险,以维持规模和利润的增长,成为城市商业银行进一步发展的关键。 在此背景下,本文对国内外信用风险管理相关文献进行了梳理,选取R城市商业银行天津分行为研究对象,首先从其信贷资产结构入手,通过投向行业、客户划型以及期限分布三个维度对资产质量进行了分析,并对其重点关注领域情况进行了剖析,阐述了R银行天津分行信用风险管理的组织架构、信用风险管理流程以及信贷业务流程,介绍了信用风险管理调查问卷的分析结果。其次,通过对调查问卷结果的统计情况以及银行内部各类报表报告、典型案例进行分析,发现R银行天津分行在信用风险管理主要存在信用风险管理意识薄弱、信贷业务流程有缺陷、信用风险管理考核与问责机制不合理三个方面的问题。深入剖析其根源发现,主要在于其信用风险管理流程有缺陷、信用风险管理人员配置不完善、信用风险管理系统支持不足。再次,在上述存在问题及根源剖析的基础上,本文提出了对R行天津分行信用风险管理的优化策略,包括完善信用风险管理流程、提高员工信用风险管理意识、推进信用风险管理信息系统建设,帮助其提升信用风险管理能力。最后,从组织、技术、文化三个方面提出对应的保障措施,以推动优化策略的顺利落地。一方面,为R银行天津分行自身信用风险管理能力提升提供优化思路,另一方面,也为其他城市商业银行分行层级信用风险管理提升改造提供可行的思路和借鉴。 
英文摘要:With the deepening of economic development and global market integration, urban commercial banks have developed rapidly and become an important force in China's financial system and national economy. As their scale expands, the security of their credit assets gains increasing importance. Credit risk is a major operational risk for banks, directly affecting their operating efficiency and asset quality. Effectively preventing credit risk is a perpetual theme. According to 2023 end-of-year regulatory data, the credit non-performing loan ratio of urban commercial banks is much higher than the national banking average. In this context, this thesis reviews relevant domestic and international credit risk management literature and takes the Tianjin branch of R bank as the research object. Firstly, is the credit asset structure, it analyzes asset quality through three dimensions: industry orientation, customer classification, and term distribution, and examines key areas of concern. It describes the credit risk management's organizational structure, process, and credit business process of R Bank Tianjin Branch, and presents the analysis results of the credit risk management questionnaire. Secondly, by analyzing the questionnaire results and internal reports and typical cases, it finds three main problems in the branch's credit risk management: weak awareness, defective credit business process, and unreasonable assessment and accountability mechanism. In-depth analysis reveals that the root causes lie in defective process design, imperfect personnel allocation, and insufficient system support. Thirdly, based on the above analysis, the thesis proposes optimization strategies including improving the process, enhancing awareness, and promoting information system construction to boost its credit risk management ability. Finally, corresponding safeguards are put forward from organization, technology, and culture to ensure the implementation of the strategies. This provides ideas for the branch's own improvement and a reference for other urban commercial bank branches.
