中文摘要: 近几十年来,工程总承包在国际上得到快速的发展与广泛的应用,取得了 良好的效果。目前,我国正在大力推广工程总承包,这方面的研究很多,但研 究方向主要集中在总承包商的角度,极少见到有关业主方如何实施工程总承包 管理的研究。 本文的研究对象是工程总承包模式中的石化项目业主方管理方法。针对目 前国内外站在业主的角度对总承包项目进行管理的方法进行研究极度缺乏的现 状,通过对文献分析和归纳,基于项目管理、工程总承包及项目生命周期等相 关理论,从业主的视角出发,深入分析了在工程总承包模式下,业主在项目建 设中的全过程的管理,建立了“业主项目管理团队+EPC+工程监理”的石化项目 建设管理模式。 本文从一个全新的角度,即推动工程项目总承包发展的关键角色—业主的 角度来研究工程总承包项目的管理问题,主要观点与结论有: 深入分析工程总承包—EPC 模式的特征及优缺点,提出了工程总承包模式 中的业主管理概念,并分析其特点。 结合我国石化项目建设的实际情况,确定了石化项目的发包范围(由详细 设计开始至项目竣工试车成功结束),系统地分析了项目前期的业主管理工作, 指出:必须做好项目前期的论证工作;高度重视基础工程设计的审查工作;慎 重选择工程总承包商;周密签订总承包合同。 由于总承包合同中已对工程的总价、工期及质量方面做了严格的规定,故 在总承包实施阶段,本文站在业主的视角,对设计、采购、施工三方面做了全 过程管理的深入研究和系统归纳。 通过对中外石化工程项目建设模式的分析,并结合我国石化项目成功建设 的案例研究,提出并创建了以业主为核心、以EPC 总承包商为主体、监理作为 业主管理延伸的“业主项目管理团队+EPC+工程监理” 的石化项目建设管理模 式,相信对其他企业石化项目的建设会有一定的借鉴和指导作用。 关键词: 工程总承包 项目管理 业主管理 EPC 
英文摘要: In recent decades, general project construction contract service has been developing quickly and applied widely with great performance. In China, this practice is promoted and expanded. Studies and investigations have been mostly on the contractors, but seldom on the management of the owner. That target of the paper is on the owner management in petrochemical projects in engineering construction service contract. The actual situation is that there is lack of studies on the management in the perspective of the owner. To improve it, the writer collected much literature and made summarization and analysis. On basis of theories in project management, projects contracted service and project life, the whole workflow of management by the owner is worked out and an “Owner’s Project Management Team +EPC+ Supervision management” mode for petrochemical projects is proposed. This paper studies project management in engineering contract from a new perspective --- owner perspective which is key part in promoting the engineering project in general contract, the main viewpoints and conclusions are : The characteristics and both advantages and faults of EPC practice are listed and the concept of owner management is presented and analyzed. To handle the actual petrochemical construction projects in China, the contract coverage (starting from specific design to construction completion and end with successful commissioning) is first identified. After systematic evaluations on the owner’s management for the initial stage, it is concluded that the owner shall make robust investigations on feasibility study, pay remarkable attention to reviewing the basic engineering design, carefully select a contractor and deliberately sign the contract. In the contract, the sum price, construction period and quality must be stated explicitly. So the paper directly goes to analysis and summarization the design, Abstract III material and equipment procurement and execution of the contract. Cases from both domestic and foreign markets are included. The proposed management of the owner is centered on the owner itself and targeted on the Contractor and extended to supervision. This is so called an “Owner’s Project Management Team +EPC+ Supervision management” mode. Hopefully this is helpful to the industry.
