中文摘要：	城市经营是当前的理论研究和实践热点，以“经营”的方式来管理城市已经成为当今城市发展的一种潮流。政府通过制定城市经营战略，管理城市经营中的项目，运营项目，从而实现整个城市经营的目标。可以看出，项目管理是城市经营中重要的一环，它的成败关系整个城市经营的成败。因此，作为经营城市主体的各级政府如何管理这些项目，采用何种方式来管理项目，从而确保城市经营的顺利实施，成为摆在政府面前的一道难题，尤其是在“构建和谐社会、创建服务型政府和项目导向型政府”的大背景下，这个问题尤为明显。目前相关的理论研究还不够深入。基于此，本文对城市经营中政府项目管理模式的选择作一些尝试性的探索。 本论文首先对城市经营理论、政府项目管理理论、项目导向管理理论和一般项目管理理论进行了梳理，在此基础上分析了城市经营的内涵，城市经营中的政府定位，城市经营中项目的特征，并对城市经营中现行的政府项目管理模式的弊端进行了分析，根据分析的成果提出一个符合中国国情的政府城市经营项目管理模型。最后介绍了天津市城市经营中项目管理的模式。
英文摘要：	Now, urban management is a focus in research and practice, “city management” has become a trend to develop city in China. In the process, Government makes city management strategy, manage and operate the project to realize the goal of city management. Obviously, project management is the key factor in city management, which can directly impact the city management. So, how to manage these projects and what kind of management model to choose has become a intractable problem which government as the main body of city management must face, especially in the background of “construct harmonious society, establish service government and project oriented government”. And interrelated theories research is still in the beginning stage. Therefore, this paper attempts to do some research in government project management in city management. First, this paper has reviewed the pertinent theories, which include city management theory, government project management theory, project oriented theory and general project management theory, analyzed the essence of city management, government orientation in city management and the character of city management project, and analyzed the existing disadvantage in city management. After that, this paper has brought forward a city management project management model, which suits the situation of China. In the last case study, author has analyzed the project management pattern in Tianjin city management.
