中文摘要:2014年,我国开始推广PPP模式,尝试在公共服务、基础设施等重点领域创新投融资机制。政府依据市场规律,在市场主体选择中采取竞争性的方式公开择优选择具有资金实力、管理实力、品牌影响力、积极承担社会责任的市场主体,在政府引导下由社会资本主体提供公共产品和公共服务,政府对其实施监管。近年来,天津地铁也通过PPP模式加快了混改的步伐,2021年,地铁1、2、3号线作为全国首批地铁存量PPP项目正式完成混改并由社会资本方独立运营。经过三年的实践,PPP模式下的项目管理问题逐渐暴露出来,基于此,本研究对天津地铁2号线PPP项目管理优化进行分析。 本文综合运用案例分析法、调查研究法以及对比分析法对天津地铁2号线PPP项目管理存在的问题、产生原因、优化建议、保障措施等进行了深入分析。本文首先对研究背景与意义、研究目标与方法、研究框架和创新点进行了分析;其次对论文涉及的相关概念与理论基础进行了探讨,具体包括PPP模式的概念、类型,项目管理理论、全生命周期理论;再次通过查阅我国PPP的相关政策,分析国有企业PPP项目的特征和监管模式;最后,在管理现状分析的基础上,对天津地铁2号线PPP项目管理过程中存在的问题进行探讨,包括项目绩效管理欠佳、项目风险管理不足、项目监督手段缺失等,随后本文进一步分析了问题产生的原因,并在此基础上从项目绩效管理体系、项目风险控制体系、项目外部监督模式等几个方面提出管理优化建议,并分析保障措施。希望通过本研究能够提升天津地铁2号线项目管理效率,同时也能够为其他国有企业参与PPP项目,解决项目管理中存在的问题提供参考与借鉴。 
英文摘要:In 2014, China began to promote the PPP model and attempted to innovate investment and financing mechanisms in key areas such as public services and infrastructure. The government, based on market rules, publicly selected market entities with financial strength, management strength, brand influence, and active social responsibility through competitive means. Under the guidance of the government, social capital entities provided public products and services, and the government implemented supervision over them. In recent years, Tianjin Metro has also accelerated the pace of mixed ownership reform through PPP model. In 2021, Metro Lines 1, 2, and 3, as the first batch of existing PPP projects in the country, officially completed mixed ownership reform and were independently operated by social capital. After three years of practice, project management issues under the PPP model have gradually been exposed. Based on this, this study analyzes the optimization of PPP project management for Tianjin Metro Line 2. This thesis comprehensively applies case analysis, survey research, and comparative analysis methods to conduct an in-depth analysis of the problems, causes, optimization suggestions, and safeguard measures in the management of the PPP project of Tianjin Metro Line 2. This thesis first analyzes the research background and significance, research objectives and methods, research framework, and innovation points; Secondly, the relevant concepts and theoretical foundations involved in the thesis were discussed, including the concept and types of PPP mode, project management theory, and full life cycle theory; By reviewing the relevant policies of PPP in China again, analyze the characteristics and regulatory models of PPP projects in state-owned enterprises; Finally, based on the analysis of the current management situation, this thesis explores the management problems that exist in the management process of the PPP project of Tianjin Metro Line 2, including poor project performance management, insufficient project risk management, and lack of project supervision methods. Subsequently, this thesis further analyzes the causes of the problems and proposes management optimization suggestions from several aspects such as project performance management system, project risk control system, and external supervision mode, and analyzes safeguard measures. I hope that this thesis can improve the management efficiency of Tianjin Metro Line 2 project, and also provide reference and inspiration for other state-owned enterprises to participate in PPP projects and solve problems in project management.
