中文摘要: | 海外工程业务是世界一流企业不可或缺的重要部分,针对建筑工程企业来说,海外工程是体现企业竞争力,实现企业全球化发展战略所必不可少的环节。 当前世界经济下行迅速、大国间竞争剧烈、部分地区地缘博弈激烈、恐怖活动频发,个别国家出现针对中方人员的恐袭,国际业务面临诸多的社会安全威胁,如政府动乱,社会盗、抢、偷事件,恐怖袭击普通民众、群体性罢工阻工事件等。非传统安全威胁和常规安全威胁叠加恶化国际业务投资和经营环境,对企业人员和财产安全带来较大风险,对海外工程提出了严峻的挑战。 本文主以当前海外工程特点以及相关风险管理理论作为研究基础,详细阐述了海外工程开发及实施过程中风险因素、特征、当前出现的问题,解析风险管理的重要性和管理流程。本文对D公司的内外部社会安全风险因素进行深入研究,指出内外部风险辨识、评价及控制方面存在的客观问题,通过文献分析和专家调研对D公司海外工程中的重点社会安全风险进行充分辨识,针对性的构建风险评价的模型,将外部社会安全风险因素的大小归一为综合计算的可能性取值,将内部社会安全风险因素的优良归一为综合计算的严重性取值,并最终评价得出工程项目风险值,过程中利用模糊物元综合法和熵值法科学评价外部社会安全风险数值。本文最后辅以巴基斯坦B大坝工程项目为例证。按照最低合理可行性原则,提出了从外部风险控制对策、内部风险控制对策等一些列相应对策,明确经济上可行和安全风险基本可控的平衡点,保证D公司海外工程在实施的时候严控风险,全面降低风险可能带来的损失,最大限度的保障D公司海外人员生命和财产安全,适宜在不断恶化的海外安全形势下推广使用。 通过最终研究所得成果,为D公司公司海外工程社会安全风险辨识评价提供了方法,可显著提升D公司海外工程社会安全风险辨识评价的精准性,便于提高风险管控的针对性,降低海外工程开发及实施过程中可能出现的各种风险损失,为其他海外工程开展风险管理带来有效的参考和借鉴意义。 | |
英文摘要: | The overseas engineering business constitutes an indispensable and significant part of world-class enterprises. For construction engineering enterprises, overseas engineering is an essential link that showcases an enterprise's competitiveness and realizes its globalization development strategy. Currently, the world economy is experiencing a rapid downturn, intense competition among major powers, fierce geopolitical games in some regions, frequent terrorist activities, and individual countries have witnessed terrorist attacks targeting Chinese personnel. International businesses confront numerous social security threats, such as government unrest, social theft, robbery, and burglary incidents, terrorist attacks on ordinary citizens, and mass strikes and obstruction of work. The superimposition of non-traditional and conventional security threats deteriorates the investment and operating environment of international businesses, posing considerable risks to the safety of enterprise personnel and property and presenting severe challenges to overseas engineering. This thesis primarily takes the current characteristics of overseas engineering and relevant risk management theories as the research foundation, elaborating in detail the risk factors, characteristics, and current problems during the development and implementation of overseas engineering, and analyzing the significance and management process of risk management. This thesis conducts an in-depth study of the internal and external social security risk factors of Company D, identifying the objective issues in the identification, evaluation, and control of internal and external risks. Through literature analysis and expert research, it fully identifies the key social security risks in Company D's overseas engineering, and constructs a targeted risk evaluation model. The magnitude of external social security risk factors is normalized as the probability value for comprehensive calculation, and the quality of internal social security risk factors is normalized as the severity value for comprehensive calculation, ultimately evaluating and obtaining the project risk value. During the process, the fuzzy matter-element comprehensive method and the entropy method are utilized to scientifically evaluate the numerical value of external social security risks. Finally, the thesis takes the B Dam Project in Pakistan as an example. In accordance with the principle of lowest reasonable feasibility, it proposes a series of corresponding countermeasures, including external risk control countermeasures and internal risk control countermeasures, clarifying the balance point between economic feasibility and basic risk control. This ensures that Company D strictly controls risks during the implementation of overseas engineering projects, comprehensively reduces possible losses from risks, and maximally guarantees the lives and property safety of its overseas personnel. It is suitable for promotion and application in the continuously deteriorating overseas security situation. The final research results provide a method for the identification and evaluation of social security risks in Company D's overseas engineering projects, significantly enhancing the accuracy of the identification and evaluation of social security risks in Company D's overseas engineering. This facilitates improving the targeting of risk management and reducing various possible risk losses during the development and implementation of overseas engineering projects, providing effective references and lessons for the risk management of other overseas engineering projects. | |
