| 中文摘要: | 我国能源消耗及碳排放均居世界第一,且我国提出2030年“碳达峰”与2060年“碳中和”的战略目标,核电以清洁低碳,较新能源有密度高、出力稳定等优势,成为重要战略能源选择,核电迎来了重大发展机遇,因此核安全也受到广泛关注,而质量保证作为确保核安全的重要手段,其有效性直接决定着核电安全,但目前核电质量保证存在理论陈旧、管理方法落后等问题,需提升管理效能。 本文以HX核电项目业主方的质量保证管理为研究对象,运用问卷调查法查找出多体系并存、组织设计缺陷、质量责任制落实不到位、管理部门审查作用不强、质保监查数据应用不充分五个主要问题。之后,设计了一套完整的质量保证管理提升方案,对于发现问题逐一制定了改进措施,并建立了质量保证过程改进模型,实现查找并解决质量保证问题的常态化管理。为评价方案实施效果,将定性评价与定量评价相结合,定性评价主要采用管理部门审查和质保监查,通过流程优化及创新数据应用提升两项工具的评价有效性;定性评价主要采用德尔菲法及层次分析制定了一套质量保证管理评价指标体系,使评价更具客观性。 本文研究发现原有核电质量保证管理管理方法缺少对整体有效性的评估与分析,需构建可持续的问题发现与解决机制;核电质量保证各项具体工作存在严重的经验主义及路径依赖,需尝试应用新管理理论及工具,实现质量保证各项工作迸发新的生机。本文创新提出核电质量保证过程改进模型,有效提升了质量保证问题发现及整改效率;创新应用责任分配矩阵、根本原因分析、层次分析法等先进管理方法打破核电质量保证管理工作定式,提升管理效能;研究设计了一套适用核电项目质量保证管理的评价指标体系,为其他核电项目质量保证工作量化评价提供了参考。 | |
| 英文摘要: | China's energy consumption and carbon emissions rank first in the world, and our country has proposed strategic goals of achieving "carbon peak" by 2030 and "carbon neutrality" by 2060. Nuclear power, with its clean and low-carbon characteristics, offers advantages such as high energy density and stable output compared to new energy sources, making it an important strategic energy choice. This has brought significant development opportunities for nuclear power, thus nuclear safety has also received widespread attention. As a means to ensure nuclear safety, the effectiveness of quality assurance directly determines nuclear safety; however, current nuclear quality assurance practices suffer from outdated theories and lagging management methods, requiring further improvements in management efficiency. This thesis takes the quality assurance management for the owner company of the HX nuclear power project as the research object, and through a survey method, identifies five major issues: coexistence of multiple systems, organizational design defects, inadequate implementation of quality responsibility systems, weak review functions of management departments, and insufficient application of QA audit data. It then conducts an analysis of the causes. Subsequently, a comprehensive quality assurance management improvement plan is designed, formulating improvement measures for each identified issue, and establishing a process improvement model to achieve routine management for identifying and solving quality assurance problems. To evaluate the effectiveness of the implemented plan, both qualitative and quantitative evaluations are combined. The qualitative evaluation mainly adopts management reviews and quality assurance audits, enhancing the effectiveness of these tools through process optimization and data application. Quantitative evaluation primarily employs the Delphi method and the Analytic Hierarchy Process (AHP) to formulate a set of quality assurance management evaluation indicators, making the evaluation more objective. The research in this thesis proves that existing nuclear quality assurance management methods lack comprehensive assessment and analysis of overall effectiveness, necessitating the construction of a sustainable problem discovery and resolution mechanism. Various specific tasks in nuclear quality assurance management are heavily reliant on empiricism and established routines, and there is a need to try applying new management theories and tools to rejuvenate all aspects of quality assurance work. This thesis innovatively proposes a process improvement model for nuclear quality assurance issues, effectively improving the efficiency of discovering and rectifying quality assurance issues. It innovatively applies advanced management methods such as RAM (Responsibility Assignment Matrix) ,RCA (Root Cause Analysis) and AHP to break the fixed patterns in nuclear quality assurance management, enhancing management efficiency. The thesis designs an evaluation indicator system suitable for nuclear project quality assurance management, providing a reference for quantified evaluations of quality assurance work in other nuclear projects. | |
