中文摘要：	环渤海湾区域作为中国正在兴起的经济发展区域，正依托其中央政府的政策倾斜，以及在人才、交通、基础建设等方面的条件，吸引越来越多投资商的关注。2006年5月26日，国务院发布《关于推进天津滨海新区开发开放有关问题的意见》，标志着滨海新区的开发开放纳入了国家总体发展战略，成为继深圳特区、上海浦东新区之后中国经济新的增长极。随着滨海新区的开发和建设，服务外包作为该区域的重点发展产业，地方政府陆续推出了一系列的扶持政策鼓励产业发展。天津经济技术开发区作为滨海新区最为重要的核心区域，同时也是国家首批服务外包产业示范园区， 吸引聚集了一批国内外知名的服务外包公司。随着美国金融危机如海啸般席卷全球，服务外包产业急剧缩水导致众多软件和服务外包承接企业的聚集地——“服务外包园”前途堪忧。那么如何在严峻的形势下，保持天津开发区服务外包园的持续发展成为了一个十分具有现实意义的话题。 本论文首先明确了服务外包的定义，阐述了中国国内各部委对该产业的不同界定，并且依据不同的分类标准对服务外包的多种分类方法进行了分析。同时按照从“发包方”到“承接方”这一服务外包业务转移的逻辑顺序，对以美国、日本、欧洲为主的发包地，和以印度为主的承接地情况进行分析。其中重点分析了作为服务外包承接地的有力竞争者——中国在这一领域的优势。 接下来，结合服务外包产业的特点对服务外包的投资促进工作进行了阐述，结合自身所从事的投资促进工作中的企业案例和调查研究，总结出不同类型的服务外包承接方在选择承接地时的选址标准。基于此选址标准，对天津开发区这一服务外包承接地进行SWOT分析，全面剖析其作为承接地发展服务外包产业的优势、劣势、机遇和威胁。 最后，基于以上的分析和研究，从发展战略、政策体系、投资环境、人才引进、区域合作五个方面对天津开发区服务外包产业发展提出策略建议，以解决当前存在的突出问题。
英文摘要：	As the booming economic development area, the circum bohai bay region got more and more attention of the investors depending on the special policies of central government and competitive edges regarding the human resources, transportation and infrastructure. On May 26th, 2006, the state council had issued An opinion on the related issues regarding promotion the opening and development of Tianjin Binhai New Area, which marked the opening and development of Tianjin Binhai New Area had be regarded as a national-level overall development strategy, and the area will be a new increasing economic pole after Shenzhen special zone and Shanghai Pudong New Area. As a core and significant area of Tianjin Binhai New Area, Tianjin Economic-technological Development Area(TEDA) is one of the first national-level piloting area of service outsourcing industry, and it has attracted and gathered a lot of noted outsourcing companies from both overseas and domestics. With the financial crisis spreads, the industry feels the cold weather as well. Not only the software contractors and the service outsourcing providers are affected through the financial crisis, the service outsourcing parks feel the same way too. So, how to keep on TEDA’s developing pace under this firers circumstances are now becoming a very realistic topic. At the beginning, the thesis gives out a clear definition of service outsourcing, and introduces the different definitions made by different department or authorities in China. Beside, basing on the distinctive classified standard, the thesis analyses the several classification of service outsourcing. Meanwhile, in accordance with logic from “sender” to “receiver”, the thesis analyses the sending places, such as America, Japan and Europe, as well as the significant receiving place—India. In particular, the thesis pays a great attention on the competitive edges of China, which is regarded as one of the strong competitor. Then, the characteristics of the service outsourcing industry and the investment promotion job of it are expressed in the thesis. Combining with the research and cases during the author’s real job, the thesis conclude the site-locating standard of different service outsourcing companies. Basing on the standard, using SWOT analytical method, the essay analyzes the strength, weakness, and opportunities and threatens of the development of Tianjin Economic Development Area. At last, basing on the analyze and research from above, the thesis points out several suggestions to solve the existing problems at present from 5 aspects, such as development strategy, policy system, investment environment, talents bringing and regional cooperation.
