中文摘要:在改革开放的三十年间,经济和社会的急速发展和进步给整个国家带来了巨变。市场规律的客观要求、世界经济一体化的发展趋势、民主政治的不断完善以及公民监督意识的日益增强等现状,都迫切要求政府部门建立行为规范、运转协调、公正透明、廉洁高效的公共管理体系。政府绩效评估作为政府部门改革创新的一个重要突破口,已成为当今世界各国普遍关注的一个问题。海关关员作为一支特殊的公务员队伍,相对于其他类公务员更具有行政执法属性。在海关内外部环境发生了很大的变化,进出口的贸易量会越来越大,国际往来越来越频繁,海关的工作越来越重,面临的压力越来越大的情况下,目前海关关员的素质和管理状况,在一定程度上还不能适应经济社会发展和政府管理方式转变的要求,迫切需要进一步探索和完善。因此,只有不断地完善海关公务员考核体系,改进海关公务员的绩效评估方法,才能实现公正、公平,客观地识人、用人,推进海关的现代化管理,为海关事业不断注入生机和活力,适应时代发展的需要。 本文在充分分析海关关员绩效考核现状的基础上,集中探讨绩效考核中存在的突出问题及其产生的原因,通过综合运用关键绩效指标、360度考核以及层次分析法等绩效管理的先进理念和工具,构建了科学、规范的海关关员绩效评估体系,并提出了保障措施来支持绩效评估体系的有效运转,更好地发挥海关关员的积极性,提高关员队伍素质,从而促进海关绩效的整体改进。  
英文摘要:Since the reform and opening to the outside world 30 years ago,our country has gone through a dramatic change with the rapid development of economy and the improvement of our society. It is a great need for government to provide citizens with justness and convenient,incorruptness with administrate based on law,work diligent and the objective demand of market regulations,the tendency of the world economic integration,the development of democracy as well as enhancing of civil supervising idea. The performance evaluation is an important breach of government's reform, and is now attracting universal attention. As a special part of the civil servants,Customs officers comparatively conduct more administrative execution. With the development of economy, the outside and inside phenomena of Customs has big change, the volume of trade turns more and more,the international trade turns more frequently, the role of Customs turns more important, so the press to bear on Customs turns more huge. In the current situation,the quality and the administration of customs officers in need improvement and perfection due to the fact that they are our not compatible with the development of our economic society and the transformation of the governmental administration. We have to set up a better evaluation system and an improved evaluation method so that we can make human resource management in a fair, impartial and objective way and achieve the modern administration,continuously pour vigor vitality into the cause of Customs to accelerate its process of modern construction to conform to new demands of the era development. This thesis, based on full analysis of the performance appraisal of the Customs officers, focuses on the existing problems of performance appraisal and their root causes. With the help of comprehensive application of advanced concepts and tools such as KPI (Key Performance Indicators),360-degree feedback and AHP (Analytic Hierarchy Process),it proposes a scientific and standard model of the Customs officers' performance appraisal and the related safeguard measures ensuring its effective implementation. As a result, not only the enthusiasm and caliber of Customs officers, but also the efficiency and public service of customs will definitely be improved.
